Narcotics Matters, Department of State, Washington, D.C., is seeking an
individual to serve as aviation program advisor to assist in the
development and implementation of Bureau support plans and asset
allocation, to include: deployment, operational planning, logistics
impact, budget presentation, defense and execution, and aviation
support services contract management. The period of performance is six
months, with two six month options. Domestic and overseas travel is
required. Minimum qualifications include: U.S. Citizen, subject to
State Department Security Clearance at the Top Secret level; service as
a field grade officer of the U.S. Army; aviator with operational,
logistics and contract/program management experience; and desired, but
not required, qualifications include Department of the Army/Joint or
Major Command staff experience, rated in both fixed and rotary wing
aircraft, and contracting officer representative experience. Offerors
will be evaluated according to their ability to plan and analyze
foreign counternarcotics aviation logistics programs; understanding of
aviation program management policies, regulations and precedents;
understanding of aviation program management technical issues; and
knowledge of United States Code, Federal Acquisition Regulations; DOD
regulations pertaining to logistics and procurement, and ICAO/FAA
