(410) 962-0174 This synopsis anticipates the award of an indefinite
delivery/indefinite quantity type contract, on an unrestricted basis.
The base contract period will be effective for 12 months or at the
point where the stated maximum contract amount is reached. The contract
also provides for four (4) option years to be exercised at the
discretion of the Government. Delivery orders will be issued on a
cost-plus-fixed-fee or a cost-plus- award-fee basis, as determined by
the contracting officer. The Government will be obligated to place with
the contractor a minimum of $500,000 through the issuance of one (1) or
more delivery orders. The maximum quantity ordered shall be an
estimated total amount of $50,000,000 for performance of tasks assigned
under the contract. The work is to be performed in the U.S. Army Corps
of Engineers North Atlantic Division which is EPA Regions I, II, and
III consisting of Greenland, ME, NH, MA, CN, VT, RI, NY, PA, DE, NJ,
MD, VA, WV, and Washington DC. The U.S. Army Corps of Engineers is
seeking qualified sources to provide a wide range of environmental
support (remedial actions/ corrective measures) and related services at
hazardous waste sites including, but not limited to, on-site source
control/containment; removal of tanks, drums and transformers;
excavation, removal, treatment and transportation of contaminated soil
and wastes; construction of caps, slurry walls, and grout curtains
around waste sites; demolition of unsafe and/or contaminated building
structures; design, construction and operation of in-situ and ex-situ
soil remediation systems; upgrading of existing water and wastewater
treatment facilities; installation of new water supply systems;
operation and maintenance of project facilities including water,
wastewater, groundwater extraction wells and soil treatment systems. In
support of Remedial action, the following services shall be provided:
contractor quality control, participation in community education and
public affairs activities; work area and perimeter air
monitoring/sampling; topographic and geophysical surveys; sediment,
soil, rock boring and soil gas sampling and analysis; drilling,
installation, development, sampling and analysis of groundwater
monitoring wells; sampling and analysis of containerized and
non-containerized waste; hydrogeological testing and analysis;
construction of support facilities; preparation of work plans, project
reports, as-built and shop drawings. Responding large business
offerors shall be required to submit with their proposals a small
business and small disadvantaged business subcontracting plan. The
subcontracting goals for this contract are that a minimum of 40% of the
planned subcontracting dollars to be placed with small business
concerns and a minimum of 10% of the planned subcontracting dollars to
be placed with small dis-advantaged business concerns. Criteria for
selection, in order of importance are: (a) Corporate
Experience/Corporate Commitment; (b) Organization/Management Plan; (c)
Technical capabilities; (d) Personnel, and (e) Sample project
narrative. Offerors will be required to submit cost and technical
proposals as stated in the solicitations. A pre- proposal conference
will be held during the solicitation period. Details on the conference
will be provided in the solicitation package. Request for
solicitations shall be in writing and no telephone or telefaxed
requests for the solicitation package will be accepted. The Standard
