TENCAP CBD announcement dated 12 Aug 94, SAPO TENCAP briefing to
industry, 25 Feb 94 and 15 Dec 94, and the Space Warfare Center (SWC)
CBD notices dated 14 Apr 94, 21 Apr 94, and associated notice published
August 1994. The Air Force Tactical Exploitation of National
Capabilities (TENCAP) program was established to exploit existing
National Systems for tactical use, advocate tactical missions for new
National Systems, and educate warfighters about National Systems. The
Air Force Space Command is the executive agent for the AF TENCAP
program. The Air Force Materiel Command, Space and Missile Center,
Space Applications Project Office (SAPO), SMC/XRS, provides technical
expertise, planning, acquisition, and contracting support for the Air
Force TENCAP program. This effort, entitled Systems Engineering,
Demonstration, and Integration (SEDI), is for technical and engineering
support, along with the ability to rapidly prototype developmental
hardware and software. The anticipated period of performance is 12 May
95 to 11 May 97 with two options to extend: one 2-year option and one
1-year option. The expected SEDI combined contract value is: $197M
total for the entire five years. The effort will consist of:
architectural studies, concept of operations development support,
concurrent engineering system design and upgrade, cost engineering,
hardware and software design and development, experiment design and
data analysis, logistics engineering and logistics support analysis,
model and simulation development and maintenance, systems
effectiveness/engineering, systems analysis, systems integration,
configuration management, supportability assessments, data management
and electronic data control, computer systems support, acquisition
management support, financial management and program control support,
general technical support, advanced concept development, rapid
prototyping, support of prototype demonstrations, transition from
prototypes to full-scale development, training plan development,
planning and performing system and prototype testing. In addition,
critical contingency support world-wide may be required in the event of
military necessity and an intimate familiarity with National Systems is
required. A cost type contract is anticipated for this effort. The RFP
distribution is limited only those offerors who responded to SAPO
TENCAP CBD dated 12 Aug 94 with Statements of Capability, are on the
Source List, and have appropriate facilities and cleared personnel. The
RFP is classified, SAPO is required to certify need-to-know. SAPO will
not sponsor billets for preparation of proposals. Small business
concerns having the capability to perform this requirement are
encouraged to participate. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

presolicitation conference will be held two weeks after RFP release.
The conference is tentatively scheduled for 6 Feb 95. Only recipients
of the RFP can attend the conference. The conference will be
classified. Potential offerors will send visit requests to SMC/XRS,
2420 Vela Way, Los Angeles AFB CA 90245-4659, ATTN: Mr Fred Wiley.
Proposals will be evaluated through a management/technical/cost review
process and selected for award on a competitive basis according to PL
98-369, Competition in Contracting Act of 1984, and 10 U.S.C. 2361.
CLINS are structured as (1) Engineering Support (LoE), (2) Other Direct
Costs, (3) Data and Reports, with (4) Sub-CLINs for different
appropriations. The government intends to award two contracts for this
effort. The Government recognizes the unusually broad base of skills
and experience required by the above is unlikely to be resident in any
single contractor, teaming is strongly encouraged to maximize the
experience base. The Government will not recognize any costs associated
with the submission of proposals or information by interested firms.
The Government intends to award without discussions. Contract award is
