asphaltic concrete pavement and base course material; Repair/replace
failed, uneven pavement and eliminate low spots; Clean and fill
joints/cracks in PCC/asphalt roads and sidewalks with rubberized
asphalt; Recycle and place existing asphaltic concrete pavement;
Cold-milling asphaltic concrete pavement and haul to disposal site or
to plant for recycling; Removal and disposal of existing asphalt
surfacing; Removal and disposal of base course material; Hydroseed
areas; Provide and place topsoil; Saw-cut asphalt concrete and PCC;
Remove cast-in-place PCC curb, PCC sidewalk; Provide shoulder ballast;
Grade range roads; Provide gravel for range roads; Grade and gravel
parking lots; Provide asphaltic concrete overlay Class G; Prepare
existing roadway and parking lot surfaces and provide double or single
bituminous surface treatment; Provide seal coat; Clear, grub, excavate
and fill area for preparation of subgrade; Provide 4-inch base course;
Provide 2-inch Class B asphaltic concrete overlay or new surface;
Repaint and restripe all pavement reflectorized markings; Paint
non-reflectorized parking lot stripes; Provide and install raised
reflectorized and non-reflectorized pavement markers; Adjust pavement
appurtenances; Replace traffic signal control actuator loops; Provide
cast-in-place PCC curbs, extruded PCC ''Maxi'' curbs, precast PCC
curbs, PCC sidewalk; Provide asphalt concrete sidewalk; Provide
integral PCC curb and gutter; Provide and install reinforced and
non-reinforced concrete pavement; Provide armored edge plates; Provide
and install a Type I catch basin; Provide 3-foot wide utility trench
for installation of storm water lines; Excavate and backfill for storm
drainage pipe installation; Provide and install 6- inch, 8-inch,
10-inch and 12-inch PVC pipe for storm drainate system; Connect new
storm drainage line into existing manhole or catch basin; Connect new
storm drainage line into existing water line; Provide and install a
french drain; Provide railroad ballast; Provide and install traffic
bollards; Provide certified traffic control personnel during
construction adjacent to or on streets; Other work necessary to
accomplish the above. Contract period consists of Base Period (1 June
1995 through 31 May 1996) and one one-year option period. Estimated
cost of this procurement is between $1,000,000 and $5,000,000. This is
a total requirements type contract and delivery orders will be issued
against this contract. The proposed procurement listed here is being
considered for 100 percent set-aside for small disadvantaged business
(SDB) concerns. Interested SDB concerns should, as early as possible
but not later than 15 days of this notice, indicate interest in the
acquisition by providing to the contracting office above, evidence of
capability to perform and a positive statement of eligibility as a
small socially and economically disadvantaged business concern. If
adequate interest is not received from SDB concerns, the solicitation
will be issued as unrestricted without further notice. Therefore,
replies to this notice are requested from all business concerns as well
as from SDB concerns. Small disadvantaged business concern means a
small business concern that is at least 51 percent unconditionally
owned by one or more individuals who are both socially and economically
disadvantaged, or a publicly owned business that has at least 51
percent of its stock unconditionally owned by one or more socially and
economically disadvantaged individuals and that has its management and
daily business controlled by one or more such individuals. This term
also means a small business concern that is at least 51 percent
unconditionally owned by an economically disadvantaged Indian tribe or
Native Hawaiian Organization, or publicly owned business that has at
least 51 percent of its stock unconditionally owned by one of these
entities, that has its management and daily business controlled by
members of an economically disadvantaged Indian tribe or Native
Hawaiian Organization, and that meets the requirements of 13 CFR 124.
Socially disadvantaged means individuals who have been subjected to
racial or ethnic prejudice or cultural bias because of their identity
as a member of a group without regard to their qualities as
individuals. Economically disadvantaged means socially disadvantaged
individuals whose ability to compete in the free enterprise system is
impaired due to diminished opportunities to obtain capital and credit
as compared to others in the same line of business who are not socially
disadvantaged. Concern means any business entity organized for profit
with a place of business located in the United States, including, but
not limited to an individual, partnership, corporation, joint venture,
association, or cooperative. The size standard is any concern
including its affiliates with an average annual sales or receipts for
its preceeding three fiscal years not in excess of $17 million. SIC
