The Alternate Source Exploitation (ASE) is an initiative to modify DMA's Digital Production System (DPS), which was designed around a National Technical Means (NTM) sensor. ASE will allow use of a variety of commercial, Department of Defense (DoD) and intelligence sources (alternate sources) as production sources of digital imagery within DPS for terrain elevation and feature and attribute data extraction. This initiative will simplify the incorporation of different sensors by providing a front-end processing capability that will accept multiple sources and output DPS structured imagery and support data. This initiative will cause a change to the mathematical models within DPS to a generic coefficient model that is independent of sensor mathematical models. The imagery and support data will undergo processing to include as a minimum: (a) Assessment, mensuration, and triangulation of single band imagery, (b) Feature extraction from Multispectral Imagery (MSI) and Synthetic Aperture Radar (SAR), (c) Conversion of imagery into DPS readable data structures, and (d) Output of support data in DPS-readable data formats. In addition, this initiative will upgrade DMA's current triangulation capability to include these alternate source sensor types and provide a capability to extract features/attributes from Multispectral Imagery (MSI) and Synthetic Aperture Radar (SAR) source and to provide the extracted feature and attribute information to DPS. The ASE (Front-end Processing Segment (FP/S)) effort requires development, delivery, testing, and activation, as well as, training and potential maintenance options. The successful offeror must have knowledge in each of the following areas: (a) knowledge of system integration, (b) knowledge of automated/manual mensuration and triangulation techniques, (c) knowledge of multispectural imagery extraction, (d) knowledge of DMA's Digital Production System, and (e) knowledge of automated MC&G systems. A library providing access to applicable documents will be made available to qualified, potential interested offerors from the issuance of the solicitation until receipt of best and final offers. In order to be considered for award, an offeror must have approved facilities and personnel for storage and processing of classified data up to the DoD TOP SECRET level. Performance of the contract will require access to sensitive compartmented information (SCI). All requests for the solicitation shall be in writing to the address listed above. Faxed requests will be accepted; however, telephone requests will not. Release of this solicitation is anticipated to be the second quarter of fiscal year 1995. (0009)
