eligible Tender participants 1) designated consortia pre-qualified by
the Kinki Regional Construction Bureau and comprised of firms that meet
the following criteria a) firms that do not fall under articles 70 and
71 of the cabinet order concerning budget, auditing, and accounting;
B) firms qualified for open competitive tendering on machinery
installation by the Kinki Regional Construction Bureau; C) firms not
undergoing bankruptcy procedures; D) firms that have -- since 1974 as
the main contractor -- actually carried out manufacture and
installation of a shell-structured roller gate of 25 meters or more
span length note: only Construction projects in which bidder has had a
30 percent or greater share are eligible for consideration; e) firms
not currently suspended from designation by the Director of the Kinki
Regional Construction Bureau; and F) firms not related by capital or
personnel to the contractors involved in this project; 2) designated
consortia that meet the following criteria a) the representative firm
of a consortium must have -- since 1974 as the main contractor --
carried out manufacture and installation of a shell-structured roller
gate of 35 meters or more span length, independently or as a consortium
note: only Construction projects in which bidder has had a 30 percent
or greater share are eligible for consideration; B) designated
consortia that can assign to the Construction site a full-time Chief
engineer or engineering supervisor who meets the following criteria (1)
is qualified as a certified first-class Construction supervisor or
equivalent or higher; (2) has had experience of installing a shell-
structured roller gate for a weir or floodgate; and (3) in the case of
engineering supervisor, is qualified to supervise designated
Construction works; and 3) the following plans of action should be
adequate a) at the time of Construction of the whole system, concrete
steps, safety measures, and reminders about under-bridge passage in
transit on the sea and in the river and about the installation method
must be presented; and B) the system and method of securing a level of
6 millimeters or less in gate surface accuracy must be described bid
documents must be obtained directly from the submitting agency, not
