DHHS intends to negotiate on a sole source basis Skylight Software
Incorporated, 323 Andover Street, Wilmington, MA 01887 for the
development and acquisition of various software programs and ADP
Support Services. The Government anticipates awarding a contract for a
twelve month base period and the contract shall contain four twelve
month option periods for the acquisition of support services. The
Contractor shall develop and deliver 1. Software for multi-channel
voltage signal processing and visualisation, to include data
adjustments, fitting, profile building, and transformations; 2. Develop
and deliver software for complicated voltage signals generation and
acquisition allowing users to choose different computer interfaces to
plot acquired data and to produce the composition of sine waves, ramps,
square signals, and synchroimpulses; 3. Develop and deliver software
for membrane current spectra analysis, storage, and processing allowing
the performance of on-line calculations and plotting of basic
electrical values; 4. Develop and deliver mathematical models and
algorithms for the calculation of fusing-cell electrical parameters,
including the selection of input channels and parameter-fitting; 5.
Develop and deliver software for the determination of fusion pore
conductance and fusing cells' conductances and capacitances, to be
intergrated with software currently being used for the evaluation of
dye spreading in optical images of fusing cells; 6. Develop and deliver
a user friendly menu-driven graphical user interface based on Microsoft
Windows Operating System. The developed software will be combined with
optical image processing software packages owned and customized by the
Government. The Government anticipates using the services of a
professional systems programmer/analyst with an advanced degree in
mathematics and whom has experience in manipulating and presenting
statical data. The programmer/analyst must have programmer/analyst must
have programming experience in Microsoft C++, C, Visual C++, Fortran,
Assembler, MS Windows and UNIX. The programmer/analyst must also have
experience in programming control programs; developing software for PC
based signal generation and analysis; and troubleshooting software
drivers for A/D and D/A interfaces on Personal Computers. The
programmer/analyst shall also have experience with local area networks
and using and refining digital signal processing algorithms.
Interested firms capable of performing the required services to provide
the requested software and technical support services similar to those
described above are encouraged to respond. All responses must be
written and received within 45 calendar days from the published date of
this notice. Oral communication is not acceptable and will not be
honored. Responding firms with expertise should submit their
professional qualifications with a detailed description of any similar
completed or ongoing efforts. All responses should be brief and
concise. No elaborate proposal is requested. Interested firms are
requested to specify whether they are a small or large business concern
in accordance with Standared Industrial Code 7371, and a size standared
of 7.0 million dollars. Responses requesting the solicitation without
the required documentation shall not be considered. There is no
