Features include construction of: water supply mains; a pumphouse complete with fire pumps, piping, and associated equipment; two 4' x 9' hangar main electrical building expansions; two preaction valve foam storage buildings; sprinkler and under-wing fire control systems in two aircraft hangars; a drain system to remove water and foam applied during fire flow conditions; a storage pond to store spent fire fighting water removed by the drain system, an oil-water separator, and a pumping facility and pipeline to pump the water to the existing base sanitary sewer system; and provide electrical supply, controls and alarm system for the above. ECC is between $1 million and $5 million. Time of completion is 240 calendar days from the receipt of Notice to Proceed. Interested concerns should as early as possible, but not later than 15 calendar days after publication of this notice, indicate interest in bidding as the prime or as a subcontractor on the project, evidence of capability to perform including references for similar work with contract numbers, points of contact, and telephone numbers, and if appropriate, a positive statement of eligibility as a small socially and economically disadvantaged business concern. In addition, dollar amount of current construction bonding capability is required. The Contracting Officer will utilize the information received to make a decision to issue this solicitation as set-aside for Small Disadvantaged Business (SDB) or as ''Unrestricted''. Therefor, replies to this notice are requested from all interested business concerns as well as from SDB concerns. Replies must indicate the firm's size status such as large business, small business, or small disadvantaged business. If you reply to this Pre-Solicitation Notice, you will not be required to reply to the Synopsis when it appears in the Commerce Business Daily.
