(301) 975-6330 The NIST intends to enter into a contract with Dr.
Marina Turchinskaya of Gaithersburg, Maryland under the authority of 41
USC 253(c)(1)--Only one responsible source, to provide research
services and technical reports in the determination of magnetization of
high temperature superconductors as a function of temperature and
applied magnetic field. The Contractor shall conduct experiments using
a high resolution magneto-optical imaging technique (MOT) to determine
the effect of microstructure on flux flow in multifilamentary BSCCO
wires; conduct MOT studies on YBCO single crystals containing
individual twin-boundaries and analyze the data by means of an image
analysis system to determine the effect of twin boundaries on flux
flow; conduct MOT studies on YBCO single crystals containing
nanoindentations and correlate the resulting flux maps with the
distribution of nanoindentations to determine the effect of the
indentations on flux flow; and conduct MOT studies on BSCCO single
crystals to determine the microscopic magnetization and demagnetization
mechanisms. Dr. Turchinskaya is a nationally-known expert in the
measurement of magnetization dynamics of high temperature
superconductors by magneto-optical imaging and conventional SQUID
magnetometry techniques, and is uniquely qualified to perform under
this contract. She has participated in the installation of a novel MOT
system at NIST, the first such instrument to be set up in the U.S. She
has participated in developing procedures for operating the MOT system
and an image analysis system used to analyze the MOT data. Her recent
MOT studies of YBCO and BSCCO have been published in referred
journals. The Government anticipates award of a firm-fixed price
contract, with period of performance of one year from date of award.
This notice of intent is not a request for competitive proposals.
Responses shall contain sufficient documentation to establish a
bonafide capability to fulfill the requirement. A solicitation is not
