255-3006. Notice of Contract Action for Tri-Service Electronic
Protection (EP) Assessment Analysis (RESEARCH). The Wright Laboratory,
Avionics Directorate, Mission Avionics Division, Radar Branch, is
contemplating the award of a 60-month program to continue the
Electronic Counter-Countermeasures (ECCM) Analysis Assessment program.
Electronic Protection (EP) technology continues to evolve and be
developed through a balanced program of vulnerability assessment (which
includes testing, simulation, and analysis), technique development and
advanced system design concepts development. With the proliferation
and advancing capability of inexpensive Electronic Attack (EA)
(formerly Electronic warfare) devices, it has become imperative to have
a quick reaction capability to determine the effect of these devices on
Tri-Service radar's systems. The need for the development and quick
transition of Electronic Protection (EP) (formerly Electronic
Counter-Countermeasures) techniques is also crucial. The Joint
Directors of Laboratories Technology Panel on Electronic Warfare
(JDL-TPEW) has suggested the development of a Tri-Service delivery
order type contract with an independent organization who has the
background and capability to do vulnerability assessment, threat
analysis, technique development, test assessment, and support. As new
threats and EA devices proliferate and are sold throughout the world,
the development and adjustment of EP techniques will be required to
maintain radar systems that are the best in the world. Major task areas
will include (1) assess/validate EP techniques, (2) perform analysis/
modeling simulation, (3) assess radar EA vulnerabilities, (4) conduct
laboratory, field, and flight tests, (5) develop advanced radar EP
techniques/ concepts. This effort will develop novel approaches to EP
which may be required to address the more sophisticated enemy threats,
(6) perform vulnerability assessment of Ultra High Resolution (UHR)
Synthetic Aperture Radar (SAR). Performance on this contemplated effort
will require academic excellence, in-depth analytical expertise and an
extensive background in the following areas: advanced coherent radar
and radar signal processing as applied to air to air and air to ground
surveillance, reconnaissance and fire control missions, electronic
countermeasures (ECM) and Electronic Protection (EP), modeling and
simulation, laboratory and flight testing, advanced radar design
concepts including monopulse, SAR, etc., specialized radar modes
including detection of slow ground moving target indication and track
(SGMTI/T), and current and projected electronic warfare threats. This
follow-on EP analysis program will utilize the previously developed and
validated analytical tools including digital computer models. The
requirement for performing independent and unbiased assessments of a
variety of techniques and concepts, including those of a proprietary
nature, makes a conflict of interest agreement appropriate for this
procurement (FAR 9.505-4). Potential sources must have the resources to
perform dedicated classified research, including having/or having
access to a classified computer and maintain a Top Secret storage
facility with an appropriate number of Top Secret /SI/TK cleared
personnel. All personnel will possess, as a minimum, a Secret
clearance. Firms responding should indicate whether they are, or are
not, a small business, a socially and economically disadvantaged
business, a woman owned business, a historically black college or
university, or minority institution. For this item the general
definition to be used to determine whether your firm is small is as
follows: ''A small business concern is a concern that is independently
owned and operated, is not dominant in the field of operation in which
it is bidding on government contracts and with its affiliates, the
number of employees does not exceed 1000 persons.'' SIC Code 8731
applies. ''Concern means any business entity organization for profit
with a place of business in the United States, its possessions, Puerto
Rico, or the Trust Territory of the Pacific Islands, including but not
limited to an individual, partnership, corporation, joint venture,
association or corporation.'' The Air Force reserves the right to
consider a small business set-aside based upon responses hereto. Small
business respondents should provide a statement of capabilities to
assist the Air Force in making a set-aside decision. In your response
you must include: (1) discussions of your previous experience; (2)
discussions of available analytical tools, digital models and data
banks; (3) evidence of capability to perform a variety of tasking; (4)
identification and location of cleared facilities to perform analysis
and experimentation, and (5) identification of key personnel and their
availiability to perform on the program. Notice to foreign and
foreign-owned firms: Restrictions apply which preclude your
participation in this procurement at the prime contract level. Large
businesses are only required to submit a statement of interest to
receive a copy of the Request for Proposal (RFP). All respondents shall
include in any request their assigned Commercial and Government Entity
(CAGE) Code. Respondents are further requested to indicate their
status as a Foreign-owned/Foreign-controlled firm and/or any
contemplated use of foreign national employees on this effort.

at 513-255-5201. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.

date for submission of responses is thirty (30) calendar days from the
publication of this notice. Firms should reference AAK-95-04 in their
responses. RFP release for this program is projected in April 1995.
