Design and construct an 80kW Integrated Hybrid Photovoltaic (PV) System at Range Electronic Warfare Site at REWS on San Clemente Island for use by Fleet Area and Control Surveillance Facility (FACSFAC) Score Division, San Diego, CA through a design/build contract. A contract resulting from this solicitation will be awarded to that responsive offeror whose offer, conforming to the solicitation, is determined to be most advantageous to the Government considering ''Price'' and ''Technical'' evaluation factors. The ''Technical'' evaluation factors are considered approximately equal to ''Price''. The ''Technical'' evaluation factor is broken further down into ''Technical'' evaluation subfactors which are listed in their relative descending order of importance. The work includes a system with PV array, battery power processing equipment and controls. This system shall integrate with the existing power and reduce the use of fossil fuels. The work also includes site improvements for hard rock material areas and all utilities required for photovoltaic hybrid power collection, storage and distribution. This project shall comply with the conceptual configuration as shown in NAVFAC drawings, #8047127 & #8047128. The PV system shall be fabricated, delivered to REWS, installed and tested. The existing generators shall be retained and the PV system shall interface appropriately with them to accomplish the requirements of this document. The hybrid diesel generator-PV task for services, facilities and documents to the procurement package shall include attachments to the procurement package shall include design, manufacture, installation, integration, operation and performance verification to the defined acceptance standards.
