Photogrammetry, surveying and mapping, and related engineering services
for various civil works and military projects located in the states of
Ohio, Pennsylvania, and New York within the Buffalo District
boundaries; and the states of Illinois, Michigan, Minnesota and
Wisconsin. The project sites may be contaminated with hazardous, toxic,
and radiological wastes (HTRW). Responding firms must have an in-depth
knowledge of all applicable environmental statutes and safety
regulations, including Department of Defense (DoD) regulations, and
have certified personnel to enter HTRW sites in order to perform the
necessary field work. Work shall include aircraft operations; aerial
cameras; aerial mapping; film and film processing; photographic prints
and film enlargements; photogrammetric rectification and stereo
compilation; map planimetric feature and topographic detailing;
drafting; digital mapping; generation of Computer-Aided Drafting and
Design (CADD) system, Geographic Information System (GIS), Land
Information System (LIS), Automated Mapping/Facility Management
(AM/FM), and other spatial databases; ground survey control support;
supplemental ground topographic survey densification; and contractor
quality control functions. Surveying requirements will consist of
horizontal and vertical control for photogrammmetric, cadastral,
topographic, and construction surveying. Selection criteria, in order
of importance are 1) Adequately qualified personnel in the
photogrammetry and related disciplines, 2) Past photogrammetry
experience including two and three dimensional digitized mapping, 3)
Ability to meet time schedules for photogrammetry contracts, 4)
State-of-the-art of firm's photogrammetry equipment, 5) Past experience
of the firm with respect to performance on DoD contracts, 6) The extent
of participation by small business; small-disadvantaged business;
and/or woman-owned business in performance of this contract, whether as
a joint venture, teaming arrangement, prime or subcontractor, 7)
Location of the firm in the general geographic areas listed above,
provided there is an appropriate number of qualified firms therein for
consideration, and 8) Volume of DoD work previously awarded to the
firm. Digitized mapping will be submitted on 1.44 Meg floppy diskettes
or other acceptable format and will be compatible with an Intergraph
Interpro 225 (UNIX operating system) running Microstation 32, Version
5.0 software without any translation by the Government. IBM compatible
MS-DOS format is also acceptable. Period of performance shall be one
base year plus one option year, with award planned for the fourth
quarter of FY 95. Contract amount will not exceed $750,000 per year,
with Delivery Orders not exceeding $150,000. Firms having capabilities
for this work and desiring consideration for selection are invited to
submit a completed SF 254, unless a current copy is on file at the
address listed below, and an SF 255 identifying personnel and equipment
owned by the firm, including but not limited to resumes of propose{d
project manager, registered land surveyors, certified
photogrammetrists, licensed professional engineers and other key
personnel, aerial cameras, airplanes, photo lab and reproduction
equipment, computers and support equipment, including digital
compilation and drafting capability, stereo plotters with digitizing
capability, ortho and analytical photogrammetry equipment, theodolites,
electronic distance measuring equipment, etc. that would be available.
Information must reach this office no later than thirty (30) calendar
days after publication of this notice. Firms should have sufficient
personnel with technical competence and expertise to perform the work
without assigning a significantly large portion of their resources. No
other general notification to firms under consideration for this
contract will be made. This is not a request for a proposal. Responses
