DeShon, Contracting Officer (810) 307-5989. Architect-Engineer Services for the design of Project VGLZ 942033, ``Alter/Repair/Maintain Building 1414'' at Selfridge Air National Guard Base Michigan. This project provides for the reconfiguration of Building 1414 to support the Maintenance/Repair functions for a C-130 Cargo Aircraft. The contract will be for Type ``A'' Investigative Services with options for Type ``B'' Design Services and Type ``C'' Inspection Services. Type ``A'' Services shall include, but not be limited to, field surveys, investigations, testing, excavations, research, examinations and measurements required to obtain data essential to the performance of Type ``B'' Services. Type ``B'' services include calculations, designs, cost estimates, drawings and specifications of suitable quality and completeness for bidding by contractor. Type ``C'' Services shall include all labor, equipment and materials required for the complete construction inspection, and review of submittal and shop drawings, as well as material testing required by the construction documents and normal construction practices. The criteria for selection in order of importance are (1) Professional qualifications necessary for satisfactory performance of the required services; (2) Specialized experience and technical competenece in the type of work required; (3) Capacity to accomplish the work in the required time frame; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) Location in the geographical area and knowledge of the locality of the project; (6) Volume of work awarded by the Department of Defense during the previous 12 months. This procurement is being considered for 100% set-aside for Small Disadvantaged Business (SDB) Concerns. Interested SDB concerns should, as early as possible, but not later than 15 calendar days of publication of this notice, provide the Contracting Officer with both a completed SF 254, ``U.S. Government Architect-Engineer Questionnaire'' (if a current form, less than one (1) year old, has been previously submitted, a letter so stating will suffice) and a SF 255, ``Architect-Engineer and Related Services Questionnaire'' for this specific project. Replies must indicate the firm's size status such as large business, small business, small disadvantaged business, or 8(a). The Standard Industrial Classification (SIC) Code is 8712. The applicable small business size standard including affiliates is no more the $2.5 million average annual revenue for the previous three years. If adequate interest is not received from SDB concerns, this procurement will be issued on an unrestrictive basis without further notice.
