Principal items to accomplish: Reroofing and/or repair of following
roofing systems on various deck types with or without insulation -
Built up roofs, single-ply roofs with EPDM and modified bitumen
membranes, clay and concrete tile roofs, shingle roofs, metal roofs;
Provide new, replacement and repairs to sheet metal, PVC and membrane
flashings, gutters and downspouts; Provide journeyman electrical,
mechanical, sheet metal, painting, carpentry, masonry, and plumbing
services as necessary to support roofing work; Provide protection and
cleanup of building interiors, exteriors and surrounding areas during
roofing work; Repairs to roof decks and support systems; As part of
roof replacement, assure all drains are free flowing and clean all
traps; Clean debris from gutters and downspouts; Other work necessary
to accomplish the above. Contract period consists of Base Period (1
March 1995 through 28 February 1996) and one one-year option period.
Estimated cost of this procurement is between $1,000,000 and
$10,000,000. The proposed procurement listed here is being considered
for 100 percent set-aside for small disadvantaged business (SDB)
concerns. Interested SDB concerns should, as early as possible but not
later than 15 days of this notice, indicate interest in the
acquisition by providing to the contracting office above, evidence of
capability to perform and a positive statement of eligibility as a
small socially and economically disadvantaged business concern. If
adequate interest is not received from SDB concerns, the solicitation
will be issued as unrestricted without further notice. Therefore,
replies to this notice are requested from all business concerns as well
as from SDB concerns. Small disadvantaged business concern means a
small business concern that is at least 51 percent unconditionally
owned by one or more individuals who are both socially and economically
disadvantaged, or a publicly owned business that has at least 51
percent of its stock unconditionally owned by one or more socially and
economically disadvantaged individuals and that has its management and
daily business controlled by one or more such individuals. This term
also means a small business concern that is at least 51 percent
unconditionally owned by an economically disadvantaged Indian tribe or
Native Hawaiian Organization or publicly owned business that has at
least 51 percent of its stock unconditionally owned by one of these
entities, that has its management and daily business controlled by
members of an economically disadvantaged Indian tribe or Native
Hawaiian Organization, and that meets the requirements of 13 CFR 124.
Socially disadvantaged means individuals who have been subjected to
racial or ethnic prejudice or cultural bias because of their identity
as a member of a group without regard to their qualities as
individuals. Economically disadvantaged means socially disadvantaged
individuals whose ability to compete in the free enterprise system is
impaired due to diminished opportunities to obtain capital and credit
as compared to others in the same line of business who are not socially
disadvantaged. Concern means any business entity organized for profit
with a place of business located in the United States, including, but
not limited to an individual, partnership, corporation, joint venture,
association, or cooperative. The size standard is any concern
including its affiliates with an average annual sales or receipts for
its preceeding three fiscal years not in excess of $7 million. SIC
