Y -- PRE-QUALIFICATION FOR CONSTRUCTION OF A NEW CONSULAR FACILITY AND COMMISSARY RENOVATION, ON THE U.S. EMBASSY COMPOUND, ISLANABAD, PAKISTAN Sol. S-FBOAD-95-R0048. The U.S. Department of State, Office of Foreign Buildings Operations (FBO), is seeking to pre-qualify offerors for construction of a new Consulr Facility and Commissary Renovation, on the U.S. Embassy Compound in Islamabad, Pakistan. The proposed project entails renovation of approximately 397 square meters of the existing one story commissary store/warehouse building, as well as construction of a new 348 square meter commissary store addition. The project will include conversion of existing store/warehouse space to consular office space, construction of a new store addition, external screening/search facility, guard booth, external visitor yard with canopy, electrical generator, site utilities, parking lot modifications, and loading dock and warehouse modifications. The commissary must remain operational during the entire length of construction. The Request for Proposals (RFP) is planned for release to pre-qualified offerors in mid-February 1995, with an anticipated construction start date of April 1995. The performance period from contract execution to project completion is approximately 9.5 months. The resulting contract type shall be firm fixed-price. The estimated value of construction is between $1,000,000 and $5,000,000. The successful bidder is not required to have, or to obtain a security clearance. In order to obtain the Request for Proposals and be eligible for award, offerors must pre-qualify by meeting each of the following criteria, and detailing these qualificatins in a written format specifically addressing each individual qualification criterion, by the closing date listed below. Offerors must also submit sufficient background documentaton to verify their ability to meet each of these criteria. Failure to address each of these criteria in writing, will result in failure to pre-qualify. In addition, failure to meet the requirements of each and every one of these criteria fully, or to provide the requisite information, will result in failure to pre-qualify. A description of these criteria, as well as other pertinent information and instructions may be found in the ``Pre-qualification Package'' described below. The pre-qualification criteria are as follows: a) Successful international construction experience on a similar project, outside of the North American continent. b) Successful construction experience, similar in complexity and type, with at least one construction project in the $3,000,000 dollar category. c) Satisfactory performance on a similar U.S. Government contract, if any. Although previous or ongoing performance of a similar U.S. Government contract is not a requirement, if such contracts have been performed, the bidder must have performed at a satisfactory level, at a minimum. When responding to criteria a, b, and c above, offerors must list the owner's name, address, telephone number, and contact person for each project lited. d) Offeror must demonstrate that it has been in the construction business for over two years prior to the date of this announcement. e) Offeror must demonstrate that it has the financial capability and resources to undertake a project of $3,000,000 and be able to obtain the required performance and payment bonds, or bank letters of credit or guarantee. Offeror must provide a list of banks or other lending institutions which offeror intends to use in order to finance this project, and provide credit references. f) Offeror must demonstrate that the company is, or can be registered to do business in Pakistan, and has no legal restrictions associated therewith. g) Offerors must show a typical management plan for construction of a facility of this magnitude. In order to pre-qualify, offerors must request a ``Pre-qualification Package'' from the point of contact listed above, within ten (10) days of publication of this notice. Telephone and facsimile requests are acceptable. Pre-qualification Packages and proposals will be accepted from both U.S. and non-U.S. firms. Submit an original and two copies of each document to Mr. Neil D.
