International Development (USAID) Nepal Mission intends to extend the
existing Contract No. 367-0157-C-00-0250-00 with present contractor
John Snow Inc. (JSI) through July 15, 1997 from present contract
performance period of September 24, 1990 to July 15, 1995 to continue
providing services under the Child Survival/Family Planning Services
Project (CS/FPS) which has been extended to July 1997. The Contractor
will be responsible to provide technical assistance to the Ministry of
Health of the Government of Nepal (GON) to improve their capability to
manage effectively selected portions of the national child survival and
family planning service delivery programs, to improve the quality,
availability and management of Control of Diarrheal Diseases (CCD) and
Acute Respiratory Infection (ARI) services, and to put in place an
integrated national logistics management system for essential drugs and
contraceptives. The contractor will be responsible for providing
technical assistance (TA) from a Senior Logistics Management Advisor
and five regional logistics teams to the Logistics Management Division
(LDM), Ministry of Health (MOH) to implement and manage an efficient
integrated national logistics management system in 75 districts based
upon a workplan already developed by JSI and LMD and currently being
implemented. JSI will also provide a Child Survival Advisor who is a
medical doctor with extensive experience working in the health sector
in Nepal and who has fluency in spoken Nepali. The Child Survival
Advisor has responsibility for technical input to the MOH's National
Control of Diarrheal Disease (CDD), Acute Respiratory Infection (ARI)
and Female Community Health Volunteer (FCHV) programs. The expatriate
technical advisors will be teamed with local technical consultants at
the central level. The contractor will provide 48 man-months of
long-term expatriate advisory services for two years, 3 man-months of
short-term advisory services intermittently over two years; 80
man-months of local consultants; and 408 man-months of local technical
consultants based in five regional centers. In addition, contractor
will provide 260 man-months of administrative support staff. A cost
reimbursement contract is expected under the authority under FAR Part
6.302-1 Circumstances Permitting Other than Full and Open Competition
unless, the Contracting Officer determines that more than one source
can meet the Government's needs, as a result of this notice. To respond
to this notice and to be considered, offerors must see Numbered Notes
22 and 25 and must strictly comply with the submission instruction and
requirements. All responsible sources may submit an expression of
interest which must include capability statements. USAID/Nepal will not
respond to requests nor consider proposals that do not comply with the
submission requirements. It is the sole responsiblity of offerors to
ensure that their expression of interest and all necessary documents
reach the Contracting Office, USAID/Nepal, G.P.O. Box 5653, Kalimati
Durbar, Kathmandu, Nepal, not later than 45 days from the date of this
