Amendment 0002 The purpose of this amendment is to: Update Attachment 1 - Statement of Requirement. Update this Combined Synopsis/Solicitation document as shown below. Extend the response due date to 1:00PM CDT 15 September 2026. All changes have been made below via red text and in the Attachment in bold lettering. GENERAL INFORMATION The 42nd Contracting Squadron, 50 LeMay Plaza South, Bldg. 804, Maxwell AFB, AL has a requirement to purchase items as described in this document in accordance with (IAW) the attached Statement of Requirements (SOR). This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.202(b)(1) as supplemented with additional information included in this notice. This official announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The solicitation number for this procurement is F2XJA86096AW03 and is being issued as a Request for Proposal (RFP). A Firm-Fixed Price Award will be made in accordance with the following: NAICS Code: 238350; Size Standard: $19M IMPORTANT NOTES: THE GOVERNMENT IS SOLICITING FOR �OPEN MARKET� OFFERS ONLY. GENERAL SERVICES ADMINISTRATION (GSA) OFFERS OR OTHER GOVERNMENT-WIDE ACQUISITION CONTRACTS (GWAC) OFFERS WILL NOT BE CONSIDERED. THIS REQUIREMENT IS BEING SOLICITED AS A 100% SMALL BUSINESS SET-ASIDE. THIS SOLICITATION INCORPORATES PROVISIONS AND CLAUSES BY REFERENCE. THE FULL TEXT OF PROVISIONS AND CLAUSES MAY BE ACCESSED ELECTRONICALLY AT WWW.ACQUISITION.GOV. NATURE OF ACQUISITION Maxwell AFB, AL requires the procurement of Conex Renovations (IAW) Attachment 1, Performance Work Statement (PWS). Schedule of Supplies/Services ITEM Description of Requirement Qty 0001 Vigilant Warrior (VW) Site Container Restoration Site 1 (CQV/Sim City) 1 each 0002 Vigilant Warrior (VW) Site Container Restoration Site 2 (Delta) 1 each 0003 Vigilant Warrior (VW) Site Container Restoration Site 3 (Bravo) 1 each 0004 Vigilant Warrior (VW) Site Container Restoration Site 4 (Alpha) 1 each NOTICE TO OFFERORS: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Addendum to RFO 52.212-1, Instructions to Offerors- Commercial Products and Commercial Services (Sep 2023). The following is inserted as a new paragraph (f) of the provision: (f) Offer Preparation Instructions. PROPOSAL PREPARATION INSTRUCTIONS: To ensure timely and equitable evaluation of offers, offerors must comply with all instructions contained herein. Failure to do so may result in an offer being determined non-responsive and ineligible for award. Offers must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Government intends to award a single firm-fixed price contract. Offeror agrees to hold the prices in its offer firm for 30 days after submission of offer. Solicitation or modification of offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers will be considered late and handled in accordance with RFO 52.212-1(c)(2). Multiple offers will not be accepted under this solicitation, nor will multiple awards be considered. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. If at any time during this competition the Contracting Officer determines that adequate price competition no longer exists; offeror(s) may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of the price. Site Visit: A site visit is scheduled for this requirement at the Vigilant Warrior Compound, 245 Lakeland Dr Titus, AL 36083 on Wednesday, 09 Sep 2026, at 9:00 AM Central Daylight Time (CDT). Please provide a list of all attendees and ensure they have their driver�s license, proof of vehicle insurance, and vehicle registration to Katrice Barganier, katrice.barganier@us.af.mil and Jeremy Kersey, jeremy.kersey.1@us.af.mil. Offerors are encouraged to visit the site and take steps as may be reasonably necessary to ascertain the nature and location of work and the general and local conditions that can affect the work or cost thereof. Failure to do so will not relieve offerors from the responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government will assume no responsibility for any understanding or representation concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in this RFP, the specification, or related documents. No further questions will be accepted at this point. THE OFFEROR�S PROPOSAL SHALL INCLUDE THE FOLLOWING: Technical: The written technical proposal for your offer shall be clear and concise. The offer should not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the technical part of your offer. Offeror shall provide a written plan to clearly demonstrate the capability complete this requirement and all work as listed in Attachment 1 � Statement of Requirements (SOR) para. �s 2.1-2.4. Price: The offeror shall propose unit and extended prices for Items 0001-0004 identified in the Schedule of Supplies/Services of this combined synopsis/solicitation. The total of Items 0001-0004 will form the offeror's Total Evaluated Price (TEP). Offeror shall also include a detailed breakout of their price to include but not limited to labor hours, labor rate, labor categories and any other cost that support the TEP. Interested parties capable of providing the requirement must submit a written proposal to include discount terms (if applicable), cage code, and Unique Entity Identifier (UEI). To be eligible to receive an award resulting from this RFP, offerors MUST BE REGISTERED and ACTIVE in the SAM database at time of offer submission, no exceptions. All responses shall be received NLT 1:00PM CDT on 15 Sept 26. Upon receipt of your proposal, the Government will confirm receipt within 24 hours. If a confirmation has not been received within 24 hours, please contact the Contract Specialist or Contracting Officer identified in this notice. BASIS FOR AWARD This will be a competitive acquisition utilizing RFO 12.201-1, Simplified Procedures, in which competing offerors will be evaluated based on technical acceptability, past performance, and price. Technical: The Government will evaluate each offeror�s technical proposal and assign a rating of Acceptable (clearly meets all requirements) or Unacceptable (does not meet all requirements). Offeror�s provided written plan will be evaluated to ensure it provides sufficient detail to clearly demonstrate the capability complete this requirement and all work as listed in Attachment 1 � Statement of Requirements (SOR) para. �s 2.1-2.4. Price: The Government anticipates competitive offers to determine price reasonableness IAW RFO 12.204(a). SUMMARY OF EVALUATIONS: Initially, the Government will evaluate all offers for technical acceptability. Offerors that are rated technically acceptable will then be evaluated for past performance. Offerors that receive a rating of acceptable for both technical and past performance will then be ranked by price. Award will be made to the lowest price offeror that has an acceptable technical and past performance ratings.
