- Web-Based Respirator Medical Questionnaire and Evaluation Tool I. Introductory This is a Request for Information. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this Request for Information is to obtain details, capabilities and clarification from potential suppliers and knowledge and information on potential vendor interest for project planning purposes. II. Project Description Background Federal Occupational Health (FOH), a component of the Program Support Center (PSC) within the U.S. Department of Health and Human Services (HHS), provides occupational health services to more than 360 federal agencies and supports approximately 1.8 million federal employees throughout the United States, U.S. Territories, and internationally. As part of these services, FOH administers respirator medical evaluation and clearance services to assist customer agencies in complying with the Occupational Safety and Health Administration (OSHA) Respiratory Protection Standard (29 CFR 1910.134). FOH currently utilizes a web-based Respirator Medical Questionnaire and Evaluation Tool to support respirator medical evaluation and clearance activities. As the current contractual arrangement approaches its conclusion and the Government's cybersecurity, identity management, and operational requirements continue to evolve, FOH is conducting market research to identify vendors capable of providing, configuring, or developing a web-based Respirator Medical Questionnaire and Evaluation Tool that satisfies the Government's functional, clinical, operational, cybersecurity, privacy, accessibility, and identity management requirements. Information obtained through this Request for Information (RFI) will assist the Government in determining available commercial capabilities, implementation approaches, technical maturity, and acquisition strategies for this requirement. Purpose and Objectives The purpose of this Request for Information (RFI) is to conduct market research to identify qualified vendors capable of providing, configuring, or developing a secure, web-based Respirator Medical Questionnaire and Evaluation Tool that satisfies the Government's requirements. The Government is seeking information regarding commercially available products, configurable commercial platforms, or custom-developed solutions capable of supporting OSHA-compliant respirator medical questionnaire and evaluation clearance processes while meeting the Government's functional, clinical, operational, cybersecurity, privacy, accessibility, and identity management requirements. The Government is particularly interested in determining whether industry currently offers solutions that satisfy these requirements through existing commercial capabilities, configurable platforms, or whether custom software development would be required. Specifically, the Government seeks information regarding industry's capability to provide solutions that: Support OSHA-compliant respirator medical questionnaire and evaluation clearance processes in accordance with OSHA Respiratory Protection Standard (29 CFR 1910.134). Provide automated questionnaire evaluation using configurable clinical decision logic to determine medical clearance or referral for further medical evaluation. Support physician review and follow-up medical evaluation processes performed by board-certified occupational medicine physicians. Provide secure electronic submission, storage, and review of follow-up medical documentation. Support user notification, medical clearance status tracking, reporting, and administrative case management. Support multiple federal customer agencies through configurable role-based administrative capabilities. Support SAML 2.0 or OpenID for integration with the Government's identity management environment. Implement phishing-resistant multi-factor authentication (MFA) for both internal government users and external customers in accordance with applicable federal cybersecurity requirements and guidance. Comply with applicable federal cybersecurity, privacy, records management, and Section 508 accessibility requirements. Support implementation within a federal environment requiring compliance with applicable HHS security requirements and an Authority to Operate (ATO), as applicable. The Government intends to use information obtained through this RFI to: Determine whether the Government's requirements can be satisfied through existing commercial capabilities, configurable commercial platforms, or custom-developed solutions. Assess the maturity of available commercial capabilities. Identify qualified vendors capable of satisfying the Government's requirements. Better understand implementation approaches, technical risks, and available commercial capabilities. Refine the Government's acquisition strategy and support development of any future solicitation. Anticipated Period of Performance The anticipated Period of Performance for this Solicitation is: Contract Period Period of Performance Base Period October 31, 2027 to October 30, 2028 Period 1 October 31, 2028 to October 30, 2029 Period 2 October 31, 2029 to October 30, 2030 Period 3 October 31, 2030 to October 30, 2031 Period 4 October 31, 2031 to October 30, 2032 Project Requirements The Government is seeking information regarding solutions capable of satisfying the functional, clinical, operational, cybersecurity, privacy, accessibility, and identity management requirements described in the Government's accompanying requirements documentation. The desired solution should include, but is not limited to, the capability to: Provide a secure, web-based Respirator Medical Questionnaire and Evaluation Tool that supports OSHA respirator medical evaluation and clearance requirements. Utilize automated questionnaire evaluation and configurable clinical decision logic to identify individuals who may be medically cleared or referred for further medical evaluation. Support medical review and follow-up evaluation processes performed by board-certified occupational medicine physicians. Support secure electronic submission, storage, and review of follow-up medical documentation. Notify users of medical clearance status and required follow-up actions. Provide role-based access for employees, customer agency administrators, FOH personnel, and authorized medical reviewers. Support reporting, case management, and administrative oversight across multiple customer agencies. Support SAML 2.0 or OpenID for integration with the Government's identity management environment. Implement phishing-resistant multi-factor authentication (MFA) for both internal government users and external customers. Comply with applicable HHS cybersecurity, privacy, records management, and Section 508 accessibility requirements. Support implementation within a federal environment requiring compliance with applicable HHS security requirements and an Authority to Operate (ATO), as applicable. Respondents are encouraged to review the Government's accompanying requirements documentation and describe how their proposed solution satisfies the identified requirements. III. Disclaimer and Important Notes This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by the respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in SAM in accordance with FAR Part 5. However, responses to this notice will not be considered adequate to responses to a solicitation. The Government welcomes industry feedback regarding the feasibility of the requirements, recommended technical approaches, and any commercial best practices that may improve the Government's acquisition strategy. Respondents are encouraged to identify any requirements that may benefit from clarification or alternative approaches. Confidentiality No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
