Description
The United States Department of Veterans Affairs (VA) is a Cabinet-level executive branch department of the Federal Government whose workforce is comprised of approximately 650,000 clinical and non-clinical personnel (of which approximately 450,000 are employees) charged with providing lifelong healthcare services to eligible military veterans at the 1,380 health care facilities, including 170 VA medical centers and 1,193 outpatient sites located throughout the country. Non-healthcare benefits include disability compensation, vocational rehabilitation, education assistance, home loans, and life insurance. The VA also provides burial and memorial benefits to eligible veterans and family members at the 157 VA managed or 125 VA grant-funded cemeteries. VA employs a highly skilled and multi-faceted workforce aligned with its mission, program, and operational needs. Workforce Development is one of the key factors to recruiting and retaining a high-performing workforce. VA employs individuals at every competency and skill level whether they are new to the workforce or experts in their occupation. That said, VA workforce needs differ at every career stage. VA Federal personnel are encouraged annually to complete My Development Plans (MDP). They work with supervisors to determine short and long- term career goals as well as short-term training needs. Training needs are then documented on the MDP. The VA�s Leadership Development Framework (LDF) is based on the Federal-wide United States Office of Personnel Management Executive Core Qualifications. By using the VA LDF, VA personnel will be better able to assess their leadership capabilities for developmental purposes and to support the Department�s workforce, talent development, and succession planning efforts. Certain VA Mission Areas, Agencies, and Staff Offices require its workforce to complete technical competency assessments and leadership competency assessments for non-supervisory positions. VA personnel will complete leadership and technical competency assessments through the Department�s Talent Management System (TMS) 2.0 or Learning Management system of record (LMS). VA personnel must also meet certain training requirements throughout the year. These requirements may be prescribed as Federal Mandatory Training such as No Fear Act, Information Security Awareness, Occupational Health, and Safety, or Telework. Some personnel must complete training required by their occupation or role such as Cyber security role-based training. VA personnel access most of their training through Talent Management System TMS 2.0. This platform provides a common LMS and learning content services that enable VA to maximize the return on taxpayer investment. TMS 2.0 has a robust and secure environment to accommodate approximately 450,000 end users, ~12,000 administrators and over 500 unique domains. TMS 2.0 is the Department-wide system for managing training records and activities at VA. The purpose of this contract is to acquire eContent, Digital Books, Professional Development Training and Support Services to meet the training requirement of VA.
