- 1. Capability & Project Interest: Is your firm interested in providing a turn-key, commercial design and construction/installation solution for a large-scale HVAC modernization/replacement project at a military installation in the Colorado Springs, CO area? 2. Delivery Model & Teaming: Does your firm possess both Engineering (A/E) and mechanical construction capabilities in-house, or do you routinely execute turn-key projects via a prime-subcontractor or joint venture partnership? Please briefly outline your typical delivery structure. 3. Commercial Experience & Innovation: What experience does your company have delivering large-scale commercial, industrial, or mission-critical facility HVAC systems (e.g., chillers, air handlers, VRF, BAS controls, high-density cooling)? Have you integrated energy-efficient or smart-facility prototypes? 4. Registration & Entity Status: Is your firm currently registered in the System for Award Management (SAM.gov) with an active Unique Entity Identifier (UEI) and CAGE Code? If not, is your firm willing and able to complete this registration prior to entering into an agreement with the U.S. Government? 5. Installation & Security Experience: What experience does your firm (or teaming partners) have executing projects on military installations (e.g., USSF, USAF, DoD), high-security facilities, or active 24/7 mission environments? Are your on-site personnel capable of obtaining standard base access credentials and background clearances? 6. Business Size: Under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors / $19.0M size standard) or NAICS 236220 (Commercial Construction / $45.0M size standard), is your firm considered a Large Business or Small Business? If a Small Business, do you hold any active socio-economic certifications (e.g., 8(a), WOSB/EDWOSB, SDVOSB, HUBZone)? 7. Financial Protections & Bonding Capacity: What is your firm�s current single-project and aggregate surety bonding capacity? If bonding is constrained or unavailable, would your firm be capable of utilizing alternative commercial financial protections, such as an Irrevocable Letter of Credit (ILOC) or a Tri-Partite Escrow Account? Does your company have a preference for financial protection methods? 8. Prevailing Wage & Labor Compliance: Is your firm familiar with and capable of complying with statutory prevailing wage rate requirements (Davis-Bacon Act / 40 U.S.C. �� 3141�3148), including submitting weekly certified payroll reports for work performed on-site? 9. Milestone Payment Structure: Is your company structured to accept electronic milestone-based payments (via WAWF / EFT) tied to validated, physical work-in-place milestones rather than traditional cost-reimbursement billing? 10. Commercial Solutions Opening (CSO) Participation: Would your company be interested in responding to a streamlined Commercial Solutions Opening (CSO) by submitting a concise Solution Brief? Would under 30 days be suitable for a 5-page whitepaper submission? 11. Communications: Besides SAM.gov, are there routes/points of access commonly monitored by your company for commercial opportunities?
