- Description: NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 22, intends to issue a Firm Fixed Priced contract under the authority of 31 USC §3304(a)(5), 38 U.S. Code § 8127(c), as implemented by RFO 6.103-5 (Authorized or Required by Statute) and VAAR 819.7008 (DEVIATION). The Network Contracting Office (NCO) 22 intends to sole source this requirement to SpecOps Medical Supply, LLC. VA Greater Los Angeles Healthcare System (VAGLAHS) at Los Angeles, CA is requesting to purchase a Bioness Integrated Therapy System (BITS) and BITS Balance Upgrade. The requested item is manufactured by Bioness, Inc. (Operating as Bioness Medical, Inc.) The North American Industry Classification System (NAICS) code for this requirement is 339112 with a size standard of 1000 employees. The applicable Product Service Code is 6525. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. Any response to this notice must be submitted to the Government point of contact at the email address shown below. No telephonic inquiries will be accepted. All responses must be emailed no later than 2 p.m. Pacific on September 11, 2026 to Edgar Alvizar, Contract Specialist, Edgar.Alvizar@va.gov. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
