NOTICE OF INTENT TO AWARD SOLE SOURCE FOR FWS Crab Orchard National Wildlife Refuge, IL for technical and regulatory support for environmental response activities at the Crab Orchard National Wildlife Refuge/Sangamo Dump Site Superfund site in Marion, Illinois to ILLINOIS ENVIRONMENTAL PROTECTION AGENCY. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The U.S. Department of the Interior, Office of Acquisition & Property Management intends to award a firm fixed price sole source contract under the authority of: FAR 6.103-1 only one responsible source To ILLINOIS ENVIRONMENTAL PROTECTION AGENCY 2520 W Iles AVE Springfield, Illinois 62704-4345, United States The North American Industry Classification System (NAICS) code for this requirement is 924110: Administration of Air and Water Resource and Solid Waste Management Programs. Sector 92 - Public Administration (Small business size standards are not established for this Sector) The product service code (PSC) for this requirement is F108, ENVIRONMENTAL SYSTEMS PROTECTION- ENVIRONMENTAL RE The object of this sole source award to ILLINOIS ENVIRONMENTAL PROTECTION AGENCY is to obtain technical and regulatory support for environmental response activities at the Crab Orchard National Wildlife Refuge/Sangamo Dump Site Superfund site in Marion, Illinois. ILEPA is the State of Illinois agency responsible for administering and enforcing applicable Illinois environmental requirements and is a party to the Federal Facilities Agreement. Although commercial environmental firms may be capable of performing individual technical activities, they cannot represent the State of Illinois, exercise ILEPA's regulatory authority, provide the State's official regulatory position, or fulfill ILEPA's responsibilities under the Federal Facilities Agreement. ILEPA is therefore the only responsible source capable of satisfying the Government's complete requirement. The anticipated contract will include one 12-month base period and two 12-month option periods. The anticipated award date is September 18, 2026. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
