- The Department of the Navy (DON), Assistant Secretary of the Navy for Research, Development, and Acqusition, Deputy Assistant Secretary of the Navy for the Defense Industrial Base, is seeking solution briefs under CSO N0002326SDIB1 for Project ANCHOR�Accelerated Naval Construction through Optimized Consortium-based Repair. This Area of Interest seeks solutions for a prototype consortium-based Other Transaction model for facilities repair and construction projects under 10 U.S.C. 2808a, with anticipated award as a prototype OT under 10 U.S.C. 4022. The objective is to design, implement, and demonstrate a business-process prototype that adapts the consortium-based OT model to repair and construction facility projects in a manner that improves speed, scalability, and value while remaining compliant with applicable statutory and regulatory requirements. The DON is particularly interested in solutions that can support geographically dispersed projects across DON installations, attract a broad and capable performer base including commercial and nontraditional firms, and employ a best-value fee structure that incentivizes cost control, timely delivery, and measurable performance rather than simply scaling with obligation volume. The prototype is expected to follow a phased, risk-reduced approach beginning with limited demolition projects to validate the model before possible expansion to more complex repair and construction efforts. Responses are encouraged from both existing OT consortium managers and other capable organizations with relevant experience in consortium management, construction delivery, portfolio management, or related support capabilities.
