- Bear Valley NWR, OR - Fuels Reduction. Work is Hand Thinning/Piling Mixed-Conifer, Hand Thinning/Piling Mixed-Conifer and Brush, Juniper Seedling/Sapling Lop and Scatter, and Juniper Removal. See SOW attached. Vendor will submit a statement that the vendor understands the work and understands the environment and condition the work will be performed in and fill out the quote sheet on the first page of the attachment. Could the Government provide the specific calendar dates and restriction details for the wildlife Limited Operating Periods (LOPs) applicable to the Bear Valley NWR project area? A1. For areas within � mile of an active bald eagle nest, treatment will occur outside the nesting season of January 1 � August 15. For areas designated as calving and fawning for mule deer and elk, treatment will not occur between May 15 � July 15. Q2. The SOW requires hand thinning, piling, and covering piles with polyethylene material. Can the Government confirm that the contractor's responsibility ends once the piles are constructed and covered, and that the Government (USFWS) will perform the actual burning/disposal of the piles? A2. The contractor�s responsibility ends once the piles are constructed and covered. The Government will be responsible for ensuring the piles are burned. Q3. How are the boundaries for the treatment units (CLINs 0001-0007) currently marked on the ground? Additionally, will the Government provide GIS shapefiles (.shp or .kml) of the project units to the awardee? A3. Treatment areas are not marked on the ground. The Government will supply a geo-referenced maps to the contractor. Q4. Under Industrial Fire Precaution Levels (IFPL) requirements, contractors must often maintain fire-fighting equipment and water on-site. Is there a designated water source available to the contractor within the Bear Valley NWR, or must the contractor haul all water from off-site locations? A4. The contractor will have to haul water from an off-site location.
