- REQUEST FOR INFORMATION (RFI) The Office of Acquisition Management (OAM), on behalf of the Office of the Chief Administrative Officer (OCAO), is requesting information from qualified Architectural & Engineering (A/E) firms regarding a potential business opportunity supporting future United States Capitol Police (USCP) enterprise training infrastructure planning. The United States Capitol Police recently completed a Training Facilities Requirements Assessment (TFRA) which evaluated the Department's current enterprise training infrastructure and identified operational capacity, throughput, concurrency, facility condition, and infrastructure limitations affecting the Department's ability to sustain current and future training requirements. Building upon the findings of the TFRA, USCP is seeking a qualified Architectural & Engineering (A/E) firm to conduct an Enterprise Training Infrastructure Project Scope Study and Feasibility Analysis. The purpose of the study is to further evaluate the validated operational requirements identified within the TFRA and develop feasible infrastructure alternatives capable of supporting the Department's current and future enterprise training mission. The study is expected to evaluate multiple infrastructure strategies that may include modernization or expansion of existing facilities, construction of new facilities, acquisition or leasing of facilities, utilization of partner agency resources, relocation of selected training functions, and hybrid approaches incorporating multiple infrastructure solutions. The resulting study will provide executive leadership with engineering, planning, operational, and financial information necessary to objectively evaluate infrastructure alternatives and formulate a preferred path forward balancing operational requirements, implementation realities, fiscal considerations, and future enterprise training demand. Please see the attached Statement of Objectives (SOO) for additional information regarding the proposed requirement. Submission Details Please submit the following documents to Linh.Williams@uscp.gov : Vendor Capability Statement addressing the attached Statement of Objectives (SOO). Description of the firm's experience conducting comparable Architectural & Engineering feasibility studies, infrastructure planning efforts, campus planning initiatives, or comparable federal, military, law enforcement, or public safety facility planning projects. A recommended technical approach for accomplishing the objectives identified within the SOO. A recommended scope of services, anticipated deliverables, multidisciplinary team composition, and recommended Period of Performance (POP). A Rough Order of Magnitude (ROM) budgetary estimate for the proposed effort. OAM is also interested in any recommendations vendors may have to improve the proposed requirement, study methodology, acquisition strategy, or future Statement of Work. USCP responses to contractors' questions will be provided as an attachment to this RFI notice and amended throughout the open period of this posting, as needed. It is the responsibility of the contractor to check this posting for updates. Terms of this Request The purpose of this Request for Information (RFI) is to collect additional information regarding the subject requirement and identify the willingness and capabilities of potential vendors to support the proposed effort. This RFI is issued solely for information or planning purposes and does not constitute a Request for Quote (RFQ). The information provided in this RFI is subject to change and is not binding on the Government. USCP has not made a commitment to procure the services discussed herein, and release of this RFI should not be construed as a commitment or authorization to incur costs for which reimbursement would be required or sought. All submissions become Government property and will not be returned. The USCP does not have authority to enter into contracts for architecture and engineering services or construction. The responses obtained from this RFI and any subsequent solicitation will be used to inform decision makers and stakeholders in Congress, the Legislative Branch, and partner agencies.
