- Description This is a Notice of Intent, not a request for quotation. No solicitation will be issued, and no quotations will be requested. The Department of Health and Human Services, on behalf of the National Institutes of Health, Office of the Director, Office of Extramural Research, electronic Research Administration, intends to award a firm-fixed-price contract to Vitrium Systems Inc., 804-333 Seymour Street, Vancouver, British Columbia V6B 5A6, Canada, for Vitrium Security Enterprise software licenses, installation, implementation, maintenance, and technical support. The anticipated contract will include one 12-month base period and two 12-month option periods. Requirements Base Period � 12 Months Vitrium Enterprise Installed License with Annual Support and Maintenance Protection for documents and images Unlimited authorized users and content storage Access to digital rights management controls, application programming interfaces, user activity logs, analytics, and reporting Installation and implementation support for one production license and one backup license Option Period One � 12 Months Vitrium Enterprise Installed License with Annual Support and Maintenance. Option Period Two � 12 Months Vitrium Enterprise Installed License with Annual Support and Maintenance. Justification for Sole Source Vitrium Security Enterprise is required to meet NIH�s digital rights management requirements. The solution supports access without requiring additional applications or plug-ins and provides single sign-on, real-time analytics, auditing, Java application programming interface integration, and operation within an enterprise, load-balanced, high-availability environment. NIH conducted market research and a proof-of-concept evaluation of available solutions. The evaluation determined that Vitrium met the Government�s requirements, while the other products evaluated did not meet all required capabilities. Use of another solution would require substantial duplication of time and technical effort and could result in reduced operational efficiency and increased enterprise security risk. Authority This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Products and Commercial Services, and FAR Part 13, Simplified Acquisition Procedures. Pursuant to FAR 13.106-1(b)(1), the Contracting Officer may solicit from a single source when only one source is reasonably available. Submission of Capability Statements Interested parties capable of meeting the Government�s requirements may submit a capability statement electronically. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete the proposed acquisition is solely within the discretion of the Government.
