Sources Sought: SAM Notice ID FA465926QZ019 COMPUTER ROOM AIR CONDITIONER (CRAC) REPLACEMENT at GRAND FORKS AFB, ND THIS IS NOT A SOLICITATION! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. This notice also serves to gain information and estimates on both purchasing the units with a four-year maintenance plan vs. renting with a four-year maintenance plan. Please provide two separate estimates in your response. There is a need for Computer Room Air Conditioner (CRAC unit) at Grand Forks Air Force Base, ND. The requirement includes contractors removing and disposing of the current CRAC unit. They shall safely decommission, disconnect, and dispose of the existing legacy CRAC unit, associated pumps, and the existing dry cooler. All equipment, piping, fluid solutions, and debris shall become the property of the contractor. The contractor is responsible for the safe and proper transport and legal disposal of all materials off base, in strict accordance with local, state, and federal environmental regulations. The contractor will procure and install a dual CRAC unit system. CRAC Units: Provide and install two (2) 8-Ton CRAC units. Both units must feature multi-stage cooling capabilities. 1. System must be capable of maintaining MCE internal temperature at 60 to 70 degrees Fahrenheit. 2. System must include integrated humidification and de-humidification capabilities designed to continuously maintain a relative humidity (RH) of 40% to 50%. 3. The systems shall operate using a solution comprised of 40% inhibited propylene glycol and 60% Reverse Osmosis (R.O.) water. 4. Each CRAC unit shall be equipped with separate, autonomous control systems, ensuring both units can operate fully independent of one another. The contractor shall provide and install new dry coolers for each independent system. Dry coolers must be appropriately sized to support free-cooling operations. They shall also provide and install new, redundant pumps for each CRAC system. All pumps must be sized in strict accordance with the equipment manufacturer's requirements. New piping must be provided and installed for both systems, sized according to the manufacturer's specifications. The contractor shall provide and install movable ductwork designed to allow the backup CRAC unit to be quickly and efficiently connected to the MCE. They will provide O&M manuals and train 319 AMXS personnel on preventative maintenance, start/stop, and failover procedures. Lastly, they will conduct preventative maintenance based on equipment manufactures instructions and provide 24/7 emergency repair services for 4 years post acceptance. All other information pertaining to this requirement can be found in the DRAFT PWS attached to this RFI. The result of this market research will contribute to determining the method of procurement.
