Anticipated NAICS: 333248 � All Other Industrial Machinery Manufacturing Response Deadline: August 12, 2026, at 1300 (1:00 PM) Chamorro Standard Time (ChST) Disclaimer & Important Notice This is a Market Research and Sources Sought Notice issued solely for information and planning purposes. This announcement does NOT constitute a Solicitation, Request for Proposal (RFP), or Request for Quote (RFQ). The Government is under no obligation to award a contract based on this notice. The Government will not reimburse respondents for any costs incurred in preparing or submitting a response. All submissions are strictly voluntary, and respondents should not anticipate individual feedback. Mission Objective & Scope of Work The Government requires the procurement, delivery, installation, and training for one (1) commercial-off-the-shelf (COTS) Wide-Format Printer/Cutter system. This equipment is essential for producing mission-critical decals, aircraft markings, and safety signage. The contractor shall provide all hardware, software, shipping, installation, and training required to deliver a fully functional, turnkey system. Minimum Salient Characteristics include: - Device must combine wide-format printing and contour-cutting capabilities in a single unit to eliminate multi-device workflows and prevent alignment errors. - Must support a continuous media width of no less than 54 inches for full-size roll processing without manual paneling. - Must utilize durable, UV-resistant, and weather-resistant eco-solvent inks suitable for long-term outdoor exposure on aerospace equipment. - Must feature an advanced hardware/software color management engine for strict color accuracy on standardized signage. - Must incorporate automated printhead maintenance, ink circulation, and self-cleaning cycles engineered for high-humidity, high-salinity maritime environments. - Must provide automated optical/sensor-based registration-mark tracking for high-precision contour cutting. - Must include a fully compatible Raster Image Processor (RIP) software package (minimum 2-year license) for job queuing, color profiling, and workflow automation. - Must support premium vinyl, reflective sheeting, heat-transfer films, banner media, and industrial specialty substrates. - Must feature selectable draft, standard, and high-quality print speeds. - Must feature sealed ink delivery systems and corrosion-resistant internal components. Delivery Coordination: The contractor must coordinate delivery dates with the designated government Point of Contact (POC) at least 14 days prior to arrival to ensure facility access and staging capability. Installation and Setup: The contractor shall perform complete on-site assembly, uncrating, and physical setup of the printer/cutter system at the designated 36 MXS facility. The contractor shall install the initial ink set, configure the RIP software on the designated government-provided standalone (non-NIPR) workstation and perform all manufacturer-required calibrations. A successful test print and cut sequence using operational substrates must be completed and verified by the government POC before installation is considered complete. Training: The contractor shall provide a minimum of one (1) session of on-site, hands-on training for up to four (4) 36 MXS personnel immediately following installation. Training shall cover: Routine operation, media loading, and unloading. RIP software basics (job queuing, scaling, color profiling). Print-and-cut workflow operations. Preventative maintenance, automated cleaning cycles, and basic troubleshooting.
