Description
1. DISCLAIMER: This is a Sources Sought Notice for market research and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSALS (RFP), QUOTATIONS, OR AN INVITATION FOR BIDS. No solicitation is currently available. This notice does not constitute a commitment by the Government to issue a solicitation, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this notice are solely at the responding party's expense. 2. BACKGROUND AND OBJECTIVE: The U.S. Army Engineering and Support Center, Huntsville (CEHNC) is conducting market research to identify qualified and capable sources to provide Fuel Program Preventive Maintenance and Corrective Maintenance (PMCM) services in support of the Pacific Ocean Division � Far East (POF). The Government is determining if there are sources capable of assuming this requirement immediately upon award to prevent a lapse in critical Defense Logistics Agency � Energy (DLA-E) fueling missions. 3. SCOPE OF WORK: The contractor shall provide all labor, management, supervision, quality control, transportation, supplies, vehicles, tools, materials, facilities, equipment, and incidentals necessary to conduct preventive and corrective maintenance on capitalized funded petroleum facilities and petroleum systems. The services ensure these systems remain in compliance with all applicable codes, criteria, and regulations (including UFC 3-460-03). The sites supported under this requirement are located throughout the Republic of Korea (including, but not limited to, Camp Casey, Yongsan, K-16, Camp Humphreys, Kunsan, Camp Carroll, Camp Walker, Pohang, Yechon, Kwangju, Osan, Suwon, Taegu, and Kimhae). 4. ANTICIPATED PERIOD OF PERFORMANCE: The anticipated Period of Performance is 12 months in total, commencing on 28 August 2026, structured as follows: Base Period (4 Months): 28 August 2026 - 27 December 2026 Option Period 1 (4 Months): 28 December 2026 - 27 April 2027 Option Period 2 (2 Months): 28 April 2027 - 27 June 2027 Option Period 3 (2 Months): 28 June 2027 - 27 August 2027 5. SET-ASIDES AND CODES: The anticipated North American Industry Classification System (NAICS) code is NAICS Code, 561210 Facilities Support Services with a small business size standard of $47 Million. The Product Service Code (PSC) is Z1NA. The Government anticipates a firm-fixed-price contract. 6. REQUIRED CAPABILITIES AND MOBILIZATION: The contractor must be licensed or be able to obtain a business license in the Republic of Korea, operate under the U.S. - R.O.K. Status of Forces Agreement (SOFA), and obtain necessary A-3 Visas for required personnel. Because this requirement addresses a critical operational need, capable sources must demonstrate the ability to mobilize and begin full PMCM operations in the Republic of Korea immediately on 28 August 2026 without a transition period. 7. FUTURE SOLICITATIONS AND ANNOUNCEMENTS: A pre-solicitation and solicitation announcement may eventually be publicized at the SAM.gov website. The Government intends to synopsize this requirement 15 days before the issuance of the solicitation. A pre-solicitation announcement (Notice of Intent) is tentatively scheduled for release on or about 06 August 2026. The estimated contract award is scheduled on or about 27 August 2026. Contractors are responsible for monitoring the website for the announcements and for any posted changes or amendments. Be advised that this is a sources sought notice and is not an RFP, nor does it restrict the Government from utilizing a different acquisition approach to award any or all resultant contracts. 8. SUBMISSION INSTRUCTIONS: Interested firms who believe they have the capability to perform this work must complete the attached ""Capabilities Statement and Project Experience Sheet."" Responses must be limited to no more than five (5) pages total (including the attached form) and clearly demonstrate the firm�s ability to perform complex preventive and corrective maintenance on military petroleum facilities in the Republic of Korea. The Capabilities Statement will not be used by the Government to either qualify or disqualify prospective contractors, but rather to determine the acquisition strategy. All responses must be submitted via email to the points of contact listed below no later than 1600 Central Standard Time (CST) on 12 August 2026.
