Sole-Source Contract Award Notice Awarding Agency: Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) Vendor: Cellebrite Inc. Contract Number: 191NLE26P0044 Contract Type: Firm-Fixed-Price Period of Performance: December 1, 2026 � November 30, 2027 This contract was awarded under 41 U.S.C. � 3304, as implemented by FAR Subpart 6.3, and justified under FAR 6.302-1 (only one responsible source). INL Mission and Alignment with Administration Priorities INL develops policies and programs to combat international narcotics trafficking and transnational crime. This mission directly supports the Administration's America First priorities by: Reducing the flow of illegal drugs into the United States; and Minimizing the impact of international crime on American citizens and national security. To achieve these goals, INL partners with allied governments to strengthen their criminal justice systems and law enforcement capacity, helping partner nations combat crime and narcotics trafficking before threats reach U.S. borders. Project Overview The U.S. Department of State is the lead institution for the conduct of American diplomacy, and the Secretary of State is the President's principal foreign policy advisor. The Department's mission is to advance U.S. national security interests, counter terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, more prosperous, and more secure world. The Bureau of International Narcotics and Law Enforcement Affairs (INL), through the U.S. Embassy in Panama, is authorized to provide technical assistance to the Government of Panama under the Technical Assistance Act of 1961. INL Panama works in close collaboration with the Government of Panama to develop and implement strategies to counter drug trafficking, organized crime, and border security threats. INL Panama also coordinates with other U.S. Government agencies to ensure that partner nations receive the training and tools necessary to combat drug trafficking and transnational criminal organizations. In support of these efforts, INL Panama requires the procurement of Cellebrite software and equipment. This acquisition supports the Law Enforcement Citizen Security and Counter Narcotics Program with the Government of Panama's National Police, with the goal of improving local security and enhancing the identification of transnational criminal activity and narcotics trafficking.
