Description
This is a Special Notice issued to comply with the Federal Acquisition Regulation FAR 5 publicizing requirements related to the setup of a Blanket Purchase Agreement (BPA) A BPA is not a contract or purchase order. A BPA is like a charge account that sets forth terms and conditions prior to an actual purchase, significantly reducing paperwork and the administrative cost per order. Once the BPA is issued, the Government can place orders, and the contractor can make delivery without a separate purchase order for each order. BPAs must follow all procurement laws and regulations. The U.S. Embassy Kuwait intends to establish one or more Blanket Purchase Agreements (BPAs) with qualified local medical providers to furnish occupational medical examinations, laboratory testing, diagnostic imaging, and related healthcare services for Embassy personnel and applicants. The agreement(s) may span a performance period of up to five (5) years, with a total estimated value not to exceed the Simplified Acquisition Threshold (SAT) as defined under FAR 2.101, currently set at US$350,000. Individual orders (calls) placed under the BPA will not exceed the Micro-Purchase Threshold (MPT), currently set at US$15,000, unless approved by the Contracting Officer. This notice serves market research and public announcement purposes only and does not constitute a solicitation. No Request for Quotation (RFQ) or solicitation is being issued currently. However, vendors interested in future opportunities under this BPA may submit capability statements and documentation demonstrating their qualifications. Interested Vendors To Provide: License: The Contractor shall possess and maintain a valid Commercial Registration and all applicable licenses, permits, and regulatory approvals required to operate in the State of Kuwait, to provide medical examinations, laboratory testing, diagnostic imaging, to newaly hired employees and/or Embassy official drivers. Provide a capability statement demonstrating the Contractor's qualifications, experience, resources, and ability to successfully perform the required services in accordance with the requirements of this BPA. Complete the attached price table by providing unit prices for each listed service.
