Description
Request for Information Notice HT9426-26-RFI-WS04 for Production of a Clinical and Surgical Instructional Video Series for Advanced Vascular Repair Techniques. This is a REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Reponses to this RFI must be in writing. The purpose of this RFI announcement is to conduct market research to make appropriate acquisition decisions and to gain knowledge of potential qualified offerors interested and capable of providing the production of a clinical and surgical instructional video series for advanced vascular repair techniques described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area of expertise to compete for the acquisition. The Defense Health Agency (DHA), Defense Health Agency Contracting Activity (DHACA), 808 Schreider Street, Fort Detrick, MD 21702, is seeking potential qualified offerors to provide production of a clinical and surgical instructional video series for advanced vascular repair techniques. The Defense Health Agency Research and Development (DHA R&D) is executing the ""Biologic Reconstruction for Operational Warfighter Needs"" initiative to embed forward surgical capabilities within its operational units. This requires a standardized, scalable, and highly effective master training curriculum for surgeons on advanced vascular repair. The cornerstone of this curriculum, advanced vascular repair, will be a definitive instructional video series that combines live-action surgical detail with advanced educational graphics to support cognitive reinforcement and skills transfer. The sensitive and complex nature of the subject matter necessitates a production partner with proven experience in the sterile operating environment. Provide Information relating to capabilities, novel ideas, industry best practices, industry capabilities to meet the needs of the Government�s requirement. (Please see the attached Performance Work Statement (PWS)). Describe your organization's specific and relevant experience and expertise to pre-filming project development, filming in a surgically sterile environment, and post-production editing with dynamic animated visualizations in the making of educational tools. The Government is not obligated to, nor will it, pay for or reimburse any costs associated with responding to this RFI. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No subcontracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 512110 � Motion Picture and Video Production; (Small Business Size Standard $40 million). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete online representations and certification in SAM. All interested parties should submit a response (Capability Statement) that demonstrates the Offeror�s capabilities identified in this RFI. The Capability Statement shall not exceed five (5) typed pages; additional sheets for cover page, table of contents, tables, and charts will not be counted toward page limitation. Parties shall submit information by email to: william.a.shortall.civ@health.mil, and justin.h.pickett.civ@health.mil to be received no later than 21 August 2026, at 10:00ET.
