***Amendment 03 is to answer the below questions provided by a prospective contractor. Please see questions and answers below.*** Q1. The solicitation states 'FOB Destination is preferred.' Could the Government clarify if the contractor is responsible for both inbound shipping (from the Coast Guard to the contractor's facility) and outbound shipping (back to Elizabeth City, NC), or is the contractor only responsible for outbound shipping costs under FOB Destination? A1. If FOB Destination is quoted, the contractor will only be responsible for the cost of shipping the unit back to Elizabeth City, NC once the unit is completed. Q2. The SOW states that self-sealing cells must not remain collapsed for more than one hour and must be supported by exterior hangers. Will the Government provide the necessary specialized shipping containers and exterior hangers when shipping the tanks to the contractor, or is the contractor expected to provide or manufacture these containers and hangers? A2. The contractor will be responsible for adhering to the requirements in the Statement of Work. The Government will not provide specialized containers or hangers. Q3. CLINs 0006 through 0009 establish labor rates for Unusual Damage, Technical Support, Product Improvements, and Service Bulletins. How will the cost of OEM parts and materials required to perform these services be reimbursed? Will the Government add a cost-reimbursable material CLIN, or should material costs for these efforts be negotiated on a case-by-case basis? A3. The contractor will quote a price for these CLINs for each option period and if any of the issues covered by the CLINs occur, that will be the price used to quote the Government depending on the number of hours required. If any exclusion parts are required to complete the repair, they can be quoted as well and will be funded by the Government as long as the price is found fair and reasonable. Q4. Regarding CLIN 0006 (Labor Rate: Unusual Damage IAW SOW Section 5.0), is there a pre-defined threshold (either in labor hours or material cost) that distinguishes a standard repair from 'Unusual Damage'? Additionally, what is the formal process and turnaround time for the Contracting Officer to approve an 'Unusual Damage' estimate before work begins? A4. Typically, Unusual Damage is classified as any damage that occurs outside of normal flight routines. An example would be the unit receiving additional damage during the shipment from the Government facility to the contractor. Q5. The solicitation notes that the Service Contract Act applies. Since the contractor's FAA Part 145 repair facility may be located outside of Elizabeth City, NC, should offerors price their proposals using the Wage Determination applicable to the physical location of the contractor's performing facility, or will the Government issue a specific Wage Determination for this contract? A5. If the contractor has filed with SAM.gov that they are exempt from the Service Contract Labor Standards, a wage determination will not be issued. If a contractor has not been exempted from these standards a wage determination will be issued. The wage determination issued will be applicable to the state and county of the contractor. ***Amendment 02 is to make an addition to the Statement of Work regarding special instructions concerning the packaging and shipping of units. Changes are highlighted in red. Please see new attachment titled ""Amendment 2 - Attachment 2 - Statement of Work - 70Z03826QB0000046.""*** ***Amendment 01 is to extend the offer due date to August 05, 2026 at 3:00PM EDT.*** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.202, as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QB0000046 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW through the Revolutionary FAR Overhaul (RFO). The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is being solicited as Total Small Business Set-Aside. All responsible sources may submit a quotation which shall be considered by the agency. It is anticipated that one or more Indefinite Delivery - Requirements type contract(s) with firm fixed pricing will be awarded from the solicitation for the test, evaluation, and repair of Fuel Cells for use on the MH-65E aircraft. The repairs will be supplied via issuance of individually funded Task Orders. The anticipated period of performance will be five (5) years total consisting of one (1) one-year base period, and if exercised, up to four (4) one-year option periods, this contract will not exceed five (5) years.
