Presolicitation Notice Point of contact: Stephen Tees 2150 Centre Avenue, Building B Fort Collins, CO 80526 Stephen.Tees@usda.gov Codes for services: North American Industry Classification System (NAICS) Code: 811210 Electronic and Precision Equipment Repair and Maintenance Product Service Code (PSC): J066 Maintenance, Repair, and Rebuilding of Equipment - Instruments and Laboratory Equipment Description: This procurement is for specialized maintenance, calibration, and repair services for multiple proprietary Scinomix automated liquid handlers/labelers (e.g., Sci-Print VXL, VXi, AQ models). These instruments are critical for producing proficiency panels for NAHLN laboratories, enabling the rapid and accurate processing of thousands of tubes. The required service includes preventative maintenance visits (encompassing inspection, cleaning, lubrication, adjustment, and functionality testing of key components), onsite service visit with priority scheduling for repairs (including parts, labor, and travel), and access to Scinomix software upgrades. Regular servicing is essential for continuous operation, compliance with ISO accreditation standards, and preventing costly emergency repairs or work stoppages. As these instruments are custom-designed with proprietary technology and components, only the Original Equipment Manufacturer (OEM), Scinomix Inc., possesses the unique technical expertise, specialized tools, and authentic parts required for maintenance and repair. No other entity can adequately service or provide technical support for this specialized equipment. RFO FAR 12.201-1 Simplified procedures will be used for awarding the contract. The anticipated award date is September 1st, 2026. The intended source for this acquisition is Scinomix, Inc., 4372 Green Ash Dr., Earth City, Missouri 63045. The Sci-Print VXL, VXi, and AQ systems are highly specialized instruments developed by the Original Equipment Manufacturer (OEM), Scinomix, Inc. These systems incorporate proprietary hardware, firmware, and software integral to their function. As the OEM, Scinomix is the exclusive source for all maintenance, repair, and technical service, as it retains sole access to the necessary proprietary replacement parts, specialized diagnostic tools, and technical data. Market research confirms that Scinomix has no authorized third-party service providers. The operational integrity of these mission critical instruments are paramount; service by an unauthorized vendor would pose a significant risk of irreparable damage, void existing warranties, and result in unacceptable operational delays and substantial cost to the Government.
