Description
This is a SOURCES SOUGHT NOTICE/MARKET RESEARCH SURVEY to request information for Government planning purposes only. The Army Contracting Command Detroit Arsenal (ACC-DTA) is seeking to gain knowledge regarding the interest, capabilities and qualifications of industry, to include both small and large businesses, for production of the item identified below. Responses to this Sources Sought Notice/Market Research Survey will assist ACC-DTA in planning its acquisition strategy for a potential future acquisition. Mobile Tactical Retail Refueling System (MTRRS) Follow-on Production, NSN: 4930-01-691-6188 MTRRS will serve as a bulk fuel carrier and retail dispenser for military vehicles and ground support equipment, providing fuel at the maneuver level in all operational environments. It replaces refueling operations currently performed by the aging Tank & Pump Unit (TPU) and the Tank Unit Liquid Dispensing (TULD). The MTRRS allows for different configurations and transport platforms including cargo trucks, trailers, and Load Handling System (LHS) flat-racks. The system can be removed from the transport platform, using Material Handling Equipment (MHE), and operated on the ground. The MTRRS provides fuel storage, filtration, and unit-level retail capabilities to refuel ground vehicles, ground equipment, and fuel containers. The MTRRS is the key enabler for company size units to receive, store and issue fuel to internal assets. The multiple transport modes enable units to utilize internal assets and issue fuel in accordance with Mission, Enemy, Terrain and weather, Troops and support available, Time available and Civil considerations (METT-TC). NOTE: All survey input is voluntary, and no compensation will be made for your firms participation. Since this is a Sources Sought Notice, and not a solicitation for receipt of proposals or quotations, the Government does not encourage questions concerning this market research. Furthermore, the Government is not obligated to issue a solicitation or award a contract as a result of this announcement. UPDATE August 3, 2026: The notification feature to request access to the TDP is not working correctly. Please email Elizabeth Merriman, elizabeth.merriman.civ@army.mil, and Thomas Bashur, thomas.d.bashur.civ@army.mil with your company cage code to request access to the TDP.
