- SOURCES SOUGHT NOTICE: Santa Margarita Levee RepairMarine Corps Air Station, Camp PendletonCamp Pendleton, CA W912PL26S0049 This is a SOURCES SOUGHT announcement for market survey information only, it will be used by this agency for preliminary planning purposes. No contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. (Respondents will not be notified of the results of the evaluation). The purpose of this Sources Sought Notice is to gain knowledge of the experience and qualification of the various members of the construction industry, including Large Business concerns, Small Business concerns, Hubzone, 8(a), Women-owned, Economically Disadvantage Women-owned, and Service-Disabled Veteran owned firms. The Government strives to ensure that there is adequate competition among the potential pool of available contractors.The type of set-aside decision will depend upon the publics response to this notice.The Government is seeking to identify qualified sources either singularly or as part of an assembled team under North American Industry Classification System (NAICS) code 237990, Other Heavy and Civil Engineering Construction, which has a small business size standard of $45,000,000.00.Project Description:The estimated construction price range for this project is between $50,000,000 and $100,000,000.00. The estimated total contract performance period is 1096 calendar days. Location of this work is Marine Corps Air Station, (MCAS) Camp Pendleton (CPEN), Camp Pendleton, CA, 92055-5151.The original levee was constructed in response to the 1993 flood that caused disastrous damage to infrastructure, aircraft, support equipment and suspended crucial national security Marine Corps aviation operations. The existing Santa Margarita Levee (SML) system was constructed between 1998 to 2001 as an emergency response after the 1998 flood event. Since construction completion of the levee system, maintenance of the levee and its appurtenances have been minimal. As a result, the waterside and some sections of the landside of the levee system exist with heavy vegetation and tree overgrowth. The SML system is approximately 3 miles long with 3 segments, i.e., West Segment, Air Station Segment, and East Segment (Figure 1) and two project features, i.e., the Floodwall and the Pump House. The SML system was constructed with 1:1 (Horizontal: Vertical) gradient embankment slopes comprised of either all soil-cement or a combination of geogrid reinforced earth and a soil cement shell on the riverside of the levee and crown. At the riverside of the levee, a stone revetment was placed at the toe of the embankment and flood wall to protect against erosion and scour. At the landside of the embankment, a toe berm was constructed and a subdrain system was installed at the toe. The levee is owned, operated, and maintained by MCAS CPEN. This construction project will only include the Air Station Segment and the East Segment. The West Levee Segment and the floodwall project repairs will not be included. Proposed repairs to the MCAS CPEN Santa Margarita Levee System include the following: a) Levee raises to increase the height of the levee about 4.5 feet at the Air Station Segment, immediately downstream of the Basilone Road and at the East Levee Segment using Soil Cement. This also includes a stability berm approximately 3 feet vertical by 10 feet along at the East Levee Segment, for about ~1100 feet long. A borrow site is identified about a mile away to generate the materials for use of soil cement. An onsite soils cement batch plant will be required. It is anticipated that approximate 27K cubic yards of soil cement materials and approximate 7K cubic yards of general fill materials will be needed. b) Installation of several relief wells on the Air Station Segment, approximately 50-80 feet in depth. c) Replace and install a new toe drain and or abandoned existing toe drain along the interior of the levee system. d) Construct a graded gravel filter ditch at the landside of the Air Station Segment. e) Scour and erosion mitigation measures for armoring the riverside of the entire levee system with Launch Stone with approximate 36-inch diameter graded stone. The launch stone would vary with approximately 5-8 feet high located at the riverside of the levee. It is anticipated that approximate 110K Tons of Launch Stone materials will be needed. f) Existing cracks on the Air Station Segment will be filled in with a cement grout mix with an expandable sealant to prevent water infiltration and prevent future cracks. g) Project Maintenance and Access Paths. Several 10-12 feet wide gravel maintenance paths and ramps will be constructed for access to the riverside and landside of the levee. h) A 15-foot-wide vegetation clearance pathway would be required from the proposed project features. i) Vegetation restoration within disturbed and temporary impact areas.j) NEPA and Environmental Compliancek) Air Station Camp Pendleton Compliance and criteriaProspective prime contractors interested in this notice must respond to the following questions. Responses shall be limited to 6 pages.1. Offerors name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, Hubzone, Service-Disabled Veteran Owned, or 8(a) and NAICS code designations shall be indicated on first page of submission. 3. Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity). 4. Description of capability to perform the proposed project, with emphasis on Earthwork Construction. Specifically, prior construction experience with levees, and/or embankment protection, having a readily available quarry and/or access to materials that can produce the amount and size of rock necessary, and heavy equipment that can perform the work. Ability to manage subcontractors, prepare and comply with various environmental and construction permits (including California), and capacity to execute this project with other ongoing construction contracts. 5. Past performance/experience on projects of similar scope and magnitude, describing no more than three (3) projects that are complete or at least 50% construction complete and that ran concurrently within the past six years. The past performance information should include project title, location, general description to demonstrate relevance to the proposed project, the Offerors role, dollar value of contract, and name of the company, agency or Government entity for which the work was performed with contact information (reference name, phone number and e-mail address). At least one project should be valued at $80,000,000 and the other two projects should be at least $30,000,000.6. Work scopes self-performed vs subcontracted and percentage of self-performed vs subcontracted. 7. The submission should address all questions in the sources sought questionnaire below and your firms ability to perform the requirement. All interested firms must be registered in System for Award Management (SAM) to be eligible for award of Government contracts. No hard copy or facsimile submissions will be accepted.
