- Request for Statement of Qualifications / White Papers for a Progressive Design-Build (PDB) Other Transaction (OT) Agreement under 10 U.S.C. � 2808a. The project consists of the demolition of existing Building 212 at Fort Stewart, GA, and the design and construction of a replacement 86-bed Permanent Party Unaccompanied Enlisted Personnel Housing (UEPH) Barracks. This is a two-step Qualifications-Based Selection (QBS) process. Price is not evaluated in Step 1. The project features a Not-to-Exceed (NTE) budget ceiling of $38,000,000.00 and a maximum 900-day total agreement duration.
