Description
Solicitation number 1605C3-26-R-00010 is issued as a Request for Proposals for the modernization and space enhancement services in the Department of Labor (DOL) Frances Perkins Building (FPB) on behalf of the Office of the Assistant Secretary for Administration and Management (OASAM) Business Operations Center (BOC). The applicable North American Industry Classification Standard Code is 236220. The small business size standard is $45 Million. This acquisition is a 100% Total Small Business Set-Aside. All responsible sources may submit a proposal which will be considered by the agency. As the headquarters for DOL, FPB (a historic federally owned facility) supports the Department's mission to foster, promote, and develop the welfare of wage earners, job seekers, and retirees; improve working conditions; advance opportunities for profitable employment; and assure work-related benefits and rights. The building accommodates executive leadership, program offices, administrative organizations, conference and collaboration spaces, ceremonial areas, and facilities that support daily operations and engagement with Federal employees, labor organizations, industry representatives, and the public. Due to the age of the facility, evolving workplace strategies, changing mission requirements, advances in building technologies, and increasing expectations for security, accessibility, sustainability, and employee collaboration, many interior spaces require modernization and enhancement. Existing spaces often contain aging finishes, outdated building systems, inefficient layouts, obsolete technology infrastructure, and furnishings that no longer support contemporary Federal workplace standards or operational needs. The Department anticipates recurring requirements to modernize, repair, and enhance a wide variety of spaces throughout the facility. Projects may range from minor interior improvements to comprehensive design-build upgrade services involving architectural modifications, mechanical, electrical, plumbing, fire protection, audiovisual, information technology, physical security, and historic preservation elements. Since project requirements vary significantly in scope, complexity, schedule, and funding, the Department requires a flexible acquisition vehicle capable of rapidly issuing task orders for multiple modernization projects. Accordingly, DOL intends to establish multiple award Indefinite-Delivery Indefinite-Quantity (ID/IQ) contracts to provide comprehensive modernization services that enable timely execution of projects while maintaining continuous building operations and preserving the historic character of FPB.
