- Presolicitation Notice: The Department of the Interior (DOI), United States Geological Survey (USGS), Earthquake Science Center, seeks to award an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for radio communications site infrastructure construction and modernization to support the USGS Earthquake Science Center (ESC) and Volcano Science Center (VSC) for Earthquake and Volcano Hazards Seismic Monitoring Programs. The scope of work encompasses maintenance, repair, and upgrades including, but not limited to, environmental control systems; generator and solar power systems; power distribution systems; backup battery arrays; earth grounding; communications shelter and tower infrastructure; antenna installation and alignment; coaxial cable routing; and remediation of deficiencies identified through inspection processes. NAICS Code: 237130, Power and Communication Line and Related Structures Construction, and associated size standard $45 million. PSC Code: Y1PZ, Construction of Other Non-Building Facilities The anticipated award will be for a contract with a (5) year ordering period with an estimated start date of November 1, 2026. The USGS is contemplating an Indefinite Delivery, Indefinite Quantity Contract in accordance with the procedures of RFO FAR Part 36, entitled, ""Construction and Architect-Engineer Contracts"" and RFO FAR Part 15, entitled, ""Contracting by Negotiation"". Solicitation 140G0326R0006 will be made available through the SAM.gov on or about August 6, 2026, IAW RFO FAR 5.101(a). Prospective contractors are not required to respond to this pre-solicitation notice. All responses must be in writing by email to the Contracting Officer at yangzhi_deng@ios.doi.gov. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2026-01, effective 13 March, 2026.
