- A Fixed Price Service Award was made in accordance with FAR 52.212-2 (Evaluation � Commercial Products and Commercial Services). Under the terms of the solicitation, proposals were evaluated using three non-price factors (Past Recent Performance, Technical Capability, and Communication & Coordination) which, when combined, were significantly more important than price. The technical approaches and supporting documentation from each of the bidding vendors were extremely detailed and competitive. Since the technical evaluation revealed similar outcomes, price was to be used as the deciding factor. Mesa Energy Systems, Inc. (EMCOR) conformed fully to the solicitation, demonstrating outstanding technical capability and a highly sound operational approach, and ultimately offered the lowest competitive price among all offerors.
