- AMENDMENT 0002 TO SOLICITATION W911RZ26RA014 WAS POSTED ON 15JUL2026 TO INCLUDE ATTACHMENTS LABELED AMENDMENT 0002 ATTACHMENTS 01, 02 AND 03. UPDATES TO THE PWS ARE LISTED IN RED. THIS RFP HAS BEEN EXTENDED TO CLOSE ON 27JUL2026 AT 1:00PM MDT. Amendment 0001 to Solicitation W911RZ26RA014 was posted on 22JUN2026 to include important Vendor Information for PIEE through Addendum to RFO FAR Provision 52.212-1 Instructions to Offerors- Commercial Products and Commercial Services. Please See attachment labeled (Amendment 0001 Attachment 01 - Solicitation W911RZ26RA014). This amendment does not change the date RFIs are due and the date that the solicitation closes. Solicitation Number W911RZ26RA014 (Ft. Carson Post wide Refuse and Recycle Contract). This Request for Proposals (RFP) is issued in accordance with (IAW) the procedures outlined in Revolutionary Federal Acquisition Regulatory Overhaul (RFO) Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation, in conjunction with RFO FAR Part 12 Acquisition of Commercial Products and Commercial Services, FAR Subpart 19.8 Contracting with the Small Business Administration (The 8(a) Program), and RFO FAR Subpart 16.5 Indefinite-Delivery Contracts. This RFP is for the acquisition of commercial services. The Government intends to award an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to the responsible offeror whose proposal conforms to the terms of this solicitation and represents the best value to the Government. This acquisition is set aside for competitive 8(a) participation. Offerors must be certified and active participants in the SBA 8(a) Business Development Program at the time of initial offer submission. The Government will utilize the Lowest Price Technically Acceptable (LPTA) source selection approach in accordance with RFO FAR 15.103-2. Under this approach, best value is expected to result from the selection of the technically acceptable proposal with the lowest evaluated price. Proposals will be evaluated strictly using the criteria set forth in Section M - Addendum to RFO FAR 52.212-2, Evaluation - Commercial Products and Commercial Services.
