- UPDATE 07/09/2026: The purpose of this update is to attach the Quality Assurance Surveillance Plan (QASP) and clarify the Technical Evaluation Criteria. The closing date remains unchanged. 1. Attachment Upload: The master Quality Assurance Surveillance Plan (QASP) document has been uploaded to the attachment repository and is hereby incorporated into the solicitation package. 2. Update to Technical Evaluation Criteria (Text Tweak): The specific pass/fail question regarding performance metrics has been updated to align with the final QASP framework as follows: ""Did the quoter explicitly state and confirm unconditional acceptance of the Performance Requirements Summary (PRS) Matrix and its associated monthly invoice price-reduction disincentives??
