- General Information Notice Type: Pre-Solicitation Title: HY-80 Alloy Steel Plate (MIL-S-16216) � Replenishment for PSNSY Solicitation Number: N4215826QE068 Posted Date: 6/30/2026 Anticipated Response Date: 7/10/2026 Product Service Code (PSC/FSC): 9515 (Plate, Sheet, Strip, and Foil: Iron and Steel) NAICS Code: 423510 (Metal Service Centers and Other Metal Merchant Wholesalers) Set-Aside: 100% Set-Aside for Small Business Contracting Office Address: Norfolk Naval Shipyard (NNSY) Code 400 - Contracting Department Portsmouth, VA Description: Norfolk Naval Shipyard (NNSY) intends to issue a solicitation to procure military-specification HY-80 Alloy Steel Plate. This requirement is for the procurement and delivery of: Item: PLATE, ALLOY STEEL, GRADE HY-80 Specification: MIL-S-16216 Dimensions: 5 FT Width X 20 FT Length X 5/8"" (0.625"") Thick NSN: 9515-00-554-0929 Quantity: 1 Plate 2. CRITICAL REQUIREMENTS: Traceability: Full material traceability is required. The vendor must provide complete Material Test Reports (MTRs) / Mill Certifications demonstrating compliance with MIL-S-16216 upon delivery. Specialty Metals: This procurement is subject to DFARS 252.225-7009, Restriction on Acquisition of Certain Articles Containing Specialty Metals. The steel must be melted in the United States or a qualifying country. Delivery Destination: Material must be shipped directly to Puget Sound Naval Shipyard (PSNSY), Bremerton, WA. Detailed shipping instructions and Activity Address Code (AAC) will be provided in the formal solicitation. 3. SOLICITATION DETAILS: The formal Request for Quote (RFQ), along with all applicable provisions, clauses, and delivery instructions, will be posted to SAM.gov on or about 7/1/2026. This notice is NOT a request for competitive quotes. A formal solicitation will be issued separately. All responsible sources may submit a quote which shall be considered by the agency upon issuance of the formal RFQ. 4.
