- The contractor shall provide all necessary personnel, supervision, management, tools, equipment, transportation, materials, labor, and any other items or services necessary to perform repairs on the American Forces Network (AFN) two (2) tower Phase Array Amplitude Modulation (AM) antenna system and to replace the medium intensity aviation obstruction lights (OM-6) from incandescent bulbs to LEDs. The work is located at Momote Transmitter site in Wako-shi, Saitama Prefecture, Japan. All work shall be performed in accordance with this PWS, its appendix, manufacturer standards, commercial standards, and the following specifications, laws, and standards: 1. Contractor�s Qualification: The contractor is required to provide licensed employees with the following licenses: 1.
