Notice of Intent to Sole Source Agency: Marine Corps Regional Contracting Office (RCO) � MCI-NCR, Quantico, VA Requirement Title: Bottled Water Delivery and Water Cooler Maintenance Services Solicitation Number: N/A Notice Type: Notice of Intent to Sole Source (SDVOSB) 1. Action and Authority: The Marine Corps Regional Contracting Office (RCO) � MCI-NCR, Quantico, VA, hereby gives notice of its intent to award a firm-fixed-price, sole-source contract under the authority of Federal Acquisition Regulation (FAR) 19.1406, Sole Source Awards to Service-Disabled Veteran-Owned Small Business (SDVOSB) Concerns. 2. Intended Source: The contract is intended to be awarded to: Rement Worldwide, LLC 3111 Eton Dr Upper Marlboro, MD 20772-5242 CAGE: 9PAN9 | UEI: LPH9ZW7LVTK5 3. Description of Requirement: The requirement is for the provision of all personnel, equipment, and supplies necessary to perform bottled water delivery and water cooler maintenance services for Marine Corps Base (MCB) Quantico, VA. The scope includes the delivery of approximately 503 five-gallon water bottles per month and the rental, preventive maintenance, repair, and replacement of 38 water coolers across approximately 27 building locations. The contractor must adhere to a quarterly preventive maintenance schedule, be capable of fulfilling emergency delivery requests within 24-48 hours, and ensure all water meets FDA/EPA quality standards. A key requirement is that the contractor's primary distribution facility must be located within a 60-mile driving radius of MCB Quantico to ensure rapid response times. 4. Justification for Sole Source: Rement Worldwide LLC is a certified SDVOSB and is considered the only responsible source capable of meeting the government's full requirement without unacceptable delays. Market research indicates that Rement Worldwide possesses the unique combination of relevant past performance on federal service contracts and a confirmed local presence within the mandatory 60-mile geographic radius, which is critical for meeting the emergency support timelines outlined in the Performance Work Statement (PWS). The government does not have a reasonable expectation that two or more SDVOSB concerns could meet these combined requirements. The anticipated NAICS Code for this requirement is 312112 � Bottled Water Manufacturing. 5. Special Notice Provisions This is NOT a request for competitive quotes. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete against this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. 6. Submission Instructions: Interested parties who believe they are capable of meeting the requirements may submit a capability statement. Submissions must be received no later than 30 June 2026 at 0800 AM Eastern Standard Time. Late responses will not be considered.
