Description

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 03/13/2026. This solicitation is set aside for 100% for Service-Disabled Veteran Owned Small Business (SDVOSB). This is a firm fixed price contract. The associated North American Industrial Classification System (NAICS) code for this procurement is 611699- All Other Miscellaneous Schools and Instruction Contractors with a small business size standard of $16.5 Million. The FSC/PSC is U014 Education/Training Security. Wage Determination 2015-5613, Rev.32, Dated 05/13/2026 applies to this requirement. The Department of Veterans Affairs, Network Contracting 22, is seeking a qualified contractor to provide an active threat response training program designed for VA clinical and non-clinical personnel which includes live practical exercises and/or assessments located within the Greater Los Angeles VA Healthcare System. STATEMENT OF WORK GENERAL: This is for one requirement (1 Line Item), consisting of training of up to 1,600 medical center staff comprised of both clinical and non-clinical staff employees. The Greater Los Angeles Healthcare System (GLA VAHCS) provides clinical and non-clinical employees with Active Threat Response training throughout its facilities consistent with established policies and procedures. As part of this required training, GLA also provides employees with Emergency Preparedness, Planning and Situational Awareness to aid in prevention of Mass Casualty Incident (MCI) like Active Threat events. GLA can achieve this by using established standards set by VA Central Office and the Office of Security & Law Enforcement. The requirement is for the training of both clinical, and non-clinical personnel in Staff-Active Threat Response (S-ATR) and will also be referred herein as S-ATR. As part of this requirement, training programs must be consistent with identified standards and incorporated elements of the National Incident Management and Incident Command Systems (NIMS/ICS) to aid staff in understanding response planning, preparation and recovery post-incident. Due to unprecedented staffing shortages the agency is currently unable to fulfill this requirement utilizing internal means. This is largely due to a lack of experienced, qualified, credentialed or licensed instructors to facilitate this training requirement. Internal priorities have been allocated for direct and indirect patient care. This task requires a degree of flexibility necessary to ensure all employees in need of this training are able to accomplish this task within their evaluation period (annual requirement). To ensure the flexibility needed to accomplish this, there must be a dedicated team of qualified instructors to facilitate this task for all clinical and non-clinical personnel deployed across GLA at the selected facilities, which accounts for approximately 1600 medical center staff. Agency Policies & Procedures: The following are the governing standards and protocols established by VA Central Office through the Assistant Secretary for Health for Operations and the Office of Security and Law Enforcement (OS&LE). VA HANDBOOK 0730/5, Appendix F (VA National Standard), Assistant Under Secretary for Health for Operations Memorandum (15), Active Shooter Preparedness Requirement (VISN Dir. 10N1-23) American Federation of Government Employees (AFGE) Agreements Occupational Safety and Health Administration (OSHA) guidelines on workplace violence GLA local SOP, 7AD-10A-07B-36 Period Of Performance: The period of performance is set for a six (6) month term, all dates are estimated and subject to change. The Contractor shall provide on-site live in-person training for staff, Mon-Fri per training period, per facility. At the request of the Program Point of Contact (PPOC), training may be consolidated into one larger scale training event during the designated training period or off tour hours (Saturday) when deem more advantageous to the government. Estimated POP Dates: 08/01/2026 02/28/2027 Place of Performance: VA Greater Los Angeles Healthcare 1130 Wilshire Blvd Los Angeles, Ca 90073 CONTRACTOR CERTIFICATION AND/OR SPECIALIZED LICENSING Contractor agrees to provide necessary certifications and/or specialized licensing to the PPOC for any and all training areas described in this requirement upon request. The following are required Certification and/or Licenses deemed necessary for this requirement to establish VA specific training compliance; The Contactor shall be required to hold Active Threat/Shooter Instructor level certifications from recognized Governmental sources which include but limited to; Federal, State or Local Law Enforcement, Office of Emergency Management, and Accredited Law Enforcement Training Center. The Contractor shall provide the PPOC their certifications for review as part of any submissions for review. All instructors assigned to this requirement must at the request of the PPOC present an Instructor certification from the aforementioned sources. The Contractor and their instructor employees/representatives shall ensure to have a minimum of 10 years of qualified Instructor certification, experience, and proficiency, up to include serving as adjunct instructor at a Law Enforcement Training Center. (Subject to Verification by the PPOC or designee) All training programs under this requirement must be reviewed and vetted by Agency Subject Matter Experts (SME) prior to award. For the purposes of this process the local SME shall be a designee within VA Police Training Operations or other Supervisory Staff with expertise in VA Policies and Active Threat Response programs and training. SCOPE: VA Greater Los Angeles is seeking an active threat response training program designed for VA personnel which includes live practical exercises and/or assessments. It needs to provide clinical and non-clinical staff with Active Threat survival options and protocols to sound the alarm, communicate with police along with other response techniques and the skills necessary to aid in the recovery and restoration of the Veterans Affairs mission. The training needs to include elements of the NIMS/ICS mass casualty incident program to aid in planning, preparing and prevention to better respond to Mass Casualty Incidents (MCIs) and mitigate the further loss of life, expediting the recovery process. This course (S-ATR) is unique due to the nature of government agencies like VA, relying on strict compliance with agency policies and procedures, any deviation must be approved by the PPOC or designee. This course is psychologically demanding and provides attendees with specific tools to prepare them for and the prevention of active threat events. Additionally, this training helps VA employees understand their survival options and the VA s position on how to employ these options during an active threat event while ensuring continuity of care. OBJECTIVE: The main objectives of this training program are to empower VA personnel on preventative measures, threat mitigation, survival and recovery associated with an Active Threat Event. By presenting VA staff with Staff-Active Threat Response in an interactive environment to employees, VA staff may ensure to keep the promise of Abraham Lincoln to care for those who bore the bourdon of war. The intent of this training will be to progressively build upon new skills, starting with lecture and skill building, preparing GLA staff for the possibility of both participating in the culmination of a Facility-Active Threat Response Exercise (Supervised by agency representatives) with the goal of putting their new skills to the test and surviving a real event. Additionally, by training non-emergency responders to recognize the signs of psychological stress associated with traumatic events, this will equip them to better manage a crisis. VA Program Point of Contact (PPOC) or Designee: The VA PPOC will assign an agency representative to serve as designee for the purpose of managing this action and coordinating all training locations where this training will be presented. For the purposes of this action, agency PPOC/designee will be a representative of the VA Office of Safety and Emergency Management. VA Police Training Operations has agreed to aid in training coordination and act on behalf of the PPOC and will notify the PPOC of the event schedule where applicable. For this requirement (Staff-Active Threat Response Training), VA Police Training Operations Instructor will assist in coordination and facilitation of training and will assist in the development of an annual training calendar which will identify location and point of contact per service period while serving as agency Subject Matter Experts on VA policies and procedures. VA Police Training ensure to review any and all training and ensure training program are properly vetted. Contractor shall coordinate all training with the agency designee and present this training as required at each designated location. CONTRACTOR TASKINGS/PERFORMANCE: LIVE IN-PERSON TRAINING EVENTS WITH NO CLASS PARTICIPATION LIMITS IN STAFF-ACTIVE THREAT RESPONSE (S-ATR) TRAINING, W/O DRILL OR W/DRILL Contractor shall provide 5 (4-Hour) live in-person S-ATR w/o Drill Training Course using established Active Threat Response processes and shall be referred to as S-ATR No Drill and S-ATR Drill herein, as defined in this requirement (5-Day training period) per month within the established contract term at each location within GLA s annexed locations (10-Sites) with no class participation limits on the number of participants for the contract term. Training shall take place during normal business hours Monday through Friday, or outside normal business hours (Saturday) when consolidating into a larger singular training event with the addition of a Drill. Training scheduled hours may be adjusted at the discretion of the PPOC up to include adjustments for swing or night shift personnel for the convenience of the Government and staff (prior coordination for such adjustments shall me made and approved prior to the scheduled training period or training event. Smaller nearby sites shall be directed to the near larger facility for training. In the event staff are unable to attend, the Contractor shall make an attempt to provide training in S-ATR at the location within the contract term. All training shall be consistent with the identified standards in this requirement (Ref. Sec. 1.2.). Contractor shall provide 5 live in-person training days for clinical and non-clinical staff (up to but not to exceed 1600 employees the location, with approved included Vet Center employees) on Staff-Active Threat Response (S-ATR), No Drill . Contractor shall provide 50 live in-person S-ATR, No Drill training courses throughout GLAHS. Contractor shall administer S-ATR, No Drill training for 5 consecutive days (5-Day training periods) each month for 10 months during the established term at GLAHCS with no class participation limits on the number of participants for the established term. Contractor shall consolidate, all training days and training sites into shorter training periods by including multiple sessions per say or multiple sites consolidated into one central location at the request of the PPOC or designee. Contractor shall consolidate, all training events into one singular mass training event using the With Drill option, either during or outside normal business hours at each facility designated to receive this training in order to minimize patient care disruption(s), maximize employee participation and meet facility training needs at the request of the PPOC or designee. Classroom limits may be applied in the event specific capacity restrictions exist set forth by Fire & Safety, local Fire Marshall or agency regulations. Contractor shall train on the established S-ATR standards which include the concepts of EVACUATE, EVADE and ENGAGE, communicating with police, notifications requirements to VA, and taskings associated with rendering aid to the injured in addition to threat mitigation or other topics covered in this training program. Contractor shall train in S-ATR processes to include, guidelines established under Memorandum of Understanding as agreed to by AFGE and Bargaining Unit Members. The S-ATR training process will include live in-person lecture and a live in-person hands on assessment proctored by the instructor during consolidated training events during or outside normal business hours. Contractor shall, in the event of a consolidated singular larger scale training event either during normal or outside normal business hours, training will consist of S-ATR w/Drill training which will include the stated S-ATR No Drill curriculum and include a live in-person practical exercises/drills, facilitated by the instructors with built-in assessment/evaluation for achieving certification of annual requirement. S-ATR Drill shall be considered greater than and a substitution for S-ATR No Drill exceeding the requirements outlined in this procurement. Contractor shall coordinate with Emergency Management to include additional drill objectives that meet Joint Commission and VA Standards for the clinic locations After-Action Report (AAR), for Facility Drills. In the event, S-ATR Drill training is requested (Preferred), the Contractor shall conduct a full written assessment of all participating staff member and the facility in the form of an AAR on behalf of the facility and the PPOC. Contractor shall complete an AAR and submit to the PPOC utilizing an agency specific format as directed by the PPOC. Contractor shall include information relevant to the participant s performance during training, identify facility and staff deficiencies, identify areas of improvement and recommend guidelines to the PPOC to aid in the development of a facility improvement plan. Contractor shall ensure all AAR meet established guidelines under the Homeland Security Exercise & Evaluation Program (HSEEP) All submitted AARs shall include the date of training, the facility s official name, address, primary point of contact during the training, i.e., site manager or designee, and other relevant points of contact such as any appropriate community members to include local police representative when available. Contractor shall provide a copy of all sign-in sheets to the PPOC or designee within reasonable time after each 5-day training period if so requested. All sign-in sheets or attendance rosters shall be furnished within 10 business days of the completion of training or upon request and/or be included in the AAR. In order to minimize impacts on patient care, training time may be modified and/or reduced by no more than half per session (S-ATR No Drill Only) to maintain operational readiness by the agency. The PPOC agrees, in the event training is reduced at the request of the Agency (PPOC), the training hours shall count toward full credit of the overall required training stated time outlined in this procurement and shall be considered to be equal to the overall time required for the purpose of this procurement. COORDINATED PROJECT PLANNING: Contractor shall coordinate project planning and facilitation of training with agency representative(s) within each facility as directed by the PPOC in addition to coordinating with the PPOC or designee or via the primary designated staff member at each location where appropriate, and if directed by the PPOC. Contractor shall facilitate training independently from the VA Police Training Operations Instructors or other designees. Contractor shall work in partnership with VA Police Training personnel for the facilitation of training to each training location to maximize employee training if FEASIBLE. The designee agrees to aid the Contractor as needed but shall not prevent the Contractor from fulfilling the Contractor s requirement pursuant to this procurement and shall assist for the purpose of reenforcing the needs and requirements outlined in this training requirement on behalf of the agency. The designee agrees to assist in managing any live Exercises/Drills associated with this training requirement when working together with the Contractor. The Contractor shall, to work independently from the designee in the facilitation of live Exercises/Drills where necessary and appropriate in accordance with training requirement outlined in the procurement. The PPOC and Designee agree, to offer and facilitate training to staff during periods outside of the established Contractor s training schedule or designated training periods. Both the Contractor and Designee shall provide training to all clinical and non-clinical staff in of Staff-Active Threat Response in accordance with the specific guidelines set forth in this requirement. Both the PPOC and Designee agree, all other training items outlined in this requirement of solely to be provided and facilitated by the Contractor such as ECC/STB. Both the PPOC and Designee shall assist the Contractor in any area necessary to ensure the guidelines and processes identified in the requirement are being met and made possible to the facilitation of training and furtherance of this procurement. The Designee agrees to develop and provide to the Contractor a training calendar for each fiscal year throughout this procurement should the Contractor desire one to aid in the coordination in the facilitation of training for all staff employees. The Contractor and Designee shall coordinate in the development of an annual staff training calendar to include periods where the Contractor shall provide training services. The Designee agrees to include location, point of contact, dates and times of training within the training calendar. The Designee agrees to ensure access is granted to the Contractor to each established training location to ensure training is not hindered. Both the PPOC and Designee agree, in the event access was failed to be granted, the Contractor shall not be held responsible and shall be credited for the stated work as fulfilled. Both the PPOC and Designee agree not to hold the contractor responsible in the event the Agency representatives fail to adequately coordinate or ensure training is able to take place. In the event such failure prevents the Contractor from performing their tasking outlined in this requirement, both the PPOC and Designee agree the Contractor s obligation to training shall have been deemed satisfied for the effected training period(s). The PPOC and Designee agree to ensure all possible avenues consistent with the parameters of this requirement are sought to ensure training is not impacted and the Contractor is able to fulfill their tasking obligation without delay. TRAINING CERTIFICATES AND/OR CERTIFICATION: Contractor shall present, and/or issue all participating employees Certificates of Completion for training completed on behalf of VA GLAHS in achieving agency self-certification. Unless otherwise requested by the PPOC, the PPOC authorizes the Contractor to develop a Completion of Training Certificate for each training requirement using agency headers, marks, insignias and/or logos to include the use of the agency (Dept. of Veterans Affairs) Seal on all training certificates. This training certificate may be used for all training conducted on behalf of the agency (GLAHS) for all clinical and non-clinical personnel. Contractor shall at the request of the PPOC; employees may receive a separate Certificate of Completion for Stop the Bleed with full description in the certificate of training identifying the specific training completed and level of certification. Contractor shall ensure all training certificates be issued and signed by the lead instructor or licensee administering the training and serve as the lead training representative for VA GLA in all matter associated with this procurement requirement only. Conversely, both the PPOC and VA Police Training representative may request and upon approval of the PPOC a Contractor specific training certificate of completion to document the desire course provided for any VA Police participant in lieu of the above approved certificate. The Contractor and PPOC agree, the Contractor specific certificate may also be used/requested for all other training services in lieu of the aforementioned certificate of completion. TRAVEL: Contractor shall travel onsite for 50 days to 10 VA GLA annexed locations throughout the healthcare system s coverage during each training period for the established term. In the event training is concluded early at any annex location within a designated training period, and maximum participation has been achieved, the PPOC releases the Contractor of any further requirement for this training period. The PPOC may consolidate each training event to a shorter period provided the same amount of training can be achieved. Outside of a consolidated mass training event, the Contractor shall combine training sessions within one day thus shortening the training period to minimize patient care disruption and maximize employee participation. Contractor shall travel and provide training to employees throughout the Greater Los Angeles Healthcare System. SECURITY REQUIREMENTS: Security Requirements for Unclassified Information: The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract.The contractor shall have physical administrative access to the equipment included in this contract. The contractor shall not have access to VA sensitive information; thus, the C&A requirements do not apply, and that a Security Accreditation Package is not required. The contractor shall inform the VA PPOC prior to adding or removal of equipment along with providing documentation for both equipment added or removed. Records Management Language for Contracts. The following standard items relate to records generated in executing the contract: Citations to pertinent laws, codes, and regulations such as 44 U.S.C. chapters 21, 29, 31, and 33; Freedom of Information Act 5 U.S.C. 552; Privacy Act 5. U.S.C. 552a; 36 CFR Part 1222 and Part 1228. The Contractor shall treat all deliverables under the contract as property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as determined to be in public interest. The Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. The Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. The Contractor shall not create or maintain any records containing any government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced from this contract. The Government Agency owns the rights to all electronic information and all supporting documentation created as part of this contract. The Contractor shall deliver sufficient technical documentation with all data deliverables to permit the Agency to use the data. The Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format, mode of transmission, or state of completion. No disposition of documents shall be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage, or alienation of Federal records is subject to the files and penalties imposed by 18 U.S.C. 2701. Records shall not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. The Contractor is required to obtain the Contracting Officer s approval prior to engaging in any contractual relationship in support of this contract requiring the disclosure of information, documentary material, and/or records generated under or relating to this contract. The contractor is required to abide by Government and Agency guidance for protecting sensitive and proprietary information. No photography of VA premises is allowed without written permission of the Contracting Officer. PHOTGRAPHY AND VIDEOGRAPHY: Photography and Videography of training events: The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding the photography and videography of all training event and attending participants. Both the PPOC and Contractor shall in all instances, either party may photograph and/or take video of each training event where all participants are engaging in the aforementioned training subjects, whether indoors or outdoors. Both the PPOC and Contractor shall have shared ownership (waiving individual rights under current Copywrite laws) of any and all photographs and Videos taken at any training event covered by this requirement and may use subsequent material as deemed necessary. Both the PPOC and Contractor shall, any device equipped with a camera capable of capturing still or live photography/videos may be used in this process up to the include the use of unmanned aerial vehicle such as a Drone. The PPOC agrees to provide photography waivers to the Contractor and/or facilitate the photography and/or videography for each training event if so desired and/or requested by either party. Both parties agree in cases of photography and/or videography, all photos and/or videos may be shared between both the PPOC and Contractor and may be used for both internal and external use. Both parties agree, they may use internally and externally photos and video depicting participants likeness for personal and commercial purposes to further each party s interest and to promote programs and services, provided by the either party. The PPOC agrees the Contractor may use said photos and/or videos for internal and external means up to include for commercial use such as sharing and creating promotional videos depicting the likeness of all or some participants, to market their services to include and not limited other such related advertisement activities and practices. Both the PPOC and Contractor agree, this clause shall serve as prior written consent for either party and their representatives to include their personnel, and their subcontractor for the purpose of photography and/or videography unless prior written/verbal consent is withdrawn for the effected party, their personnel, and their subcontractors. In all instances, withdrawal of consent shall be temporary and only have power and affect over the affected training event or training period unless consent is permanently withdrawn in writing for the specific person(s) desiring not to be photographed and video recorded. In all cases, both the PPOC and Contractor shall, prior to any photography or videography written and/or verbal consent from all participants in said training shall be obtained prior to any photography and/or videography. Both the PPOC and Contractor agree in all cases, consent maybe withdrawn at any time by any affected party and all photography shall of the requestee shall cease. WARRANTY AND LIABILITY Standard warranty for service applies. The VA PPOC (and the Agency) agrees to release the Contractor or any and all liability associated with acts of Omissions or Commissions for agency certifying officials who fail to accurately account for their personnel during the certification of completion requirement of this agreement. In the event the training is deemed certified and complete, any missed training by employees not present prior to certification will be subject to a separate service agreement for those employees. Release of liability notice/waiver. The PPOC and the Contractor recognize, the training provided may be deemed by many participants as disturbing, emotionally harmful and physically demanding considering the subject matter. Additionally, the PPOC and the Contractor also agree and recognize, training may also carry inherent risk of physical harm up to include the possibility of death. All participants discretion advised. The VA PPOC (and the Agency) agrees to hold harmless the Contractor for acts of Commissions or Omissions, claims of physical or emotional injury as a direct or indirect result of an employee s participation in this agency required training. The VA PPOC (and the Agency) agrees to have all Service Chiefs and/or Facility Manager/Directors sign a release of liability waiver on behalf of their employees or attach a sign-in sheet to the liability waiver for all employees participating in this training. Pursuant to AFGE agreement, no employee will be required to place themselves in harm s way during this training. Employees not desiring to participate in this training will report to their supervisor or service chiefs/facility manager or director prior to being excused. In the event an employee is excused by the supervising official, for the purpose of this agreement, the employees training will be accounted for as complete and not delay certification of completion of service. Training may be rescheduled at the discretion of the Contractor only if the employee directly makes a formal request to do so (a government email request may be used for this request) at no additional cost to agency if the request for training is submitted within 30 days. The PPOC agrees the employees shall forfeit their participation and directed to report to their supervisor for other arrangements in order meet this requirement. In all cases, if employees fail to participate at the approved time and location, or site manager fails to notify employees of this training requirement/availability resulting in a lack of participation, the PPOC agrees in the event of employee failure to participate, the Contractor shall not be held responsible and the training requirement shall be deemed to have been satisfied without penalty. In all cases the Contractor shall be present and available to conduct training at each scheduled location unless otherwise directed by the PPOC or designee. The PPOC agrees to hold the Contractor harmless in cases where student participants, act negligently and/or operate outside of instructor lead instructions/directions and/or violate safety rules and protocols in place as part of training safety and risk mitigation practices. The PPOC and designee, understand and agree that student participation in any potentially hazardous activity on the premises is completely voluntary.
