- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Veterans Affairs Central Texas Veterans Health Care System (CTVJSC) Waco Campus Engineering Service in Waco, Texas intends to award a contract for a Mini Excavator. The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/ socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 333120 with a size standard of 1250 Employees. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. STATEMENT OF WORK 1.0 Introduction / Background The Central Texas Veterans Health Care System (CTVHCS), Waco Campus, requires the procurement of one (1) Mini Excavator to support Engineering Service operations. The equipment is needed to conduct essential earthmoving, excavation, and materials-handling activities required for maintenance, construction support, and infrastructure work across the facility. 2.0 Objective The objective of this requirement is to acquire a reliable, high performance Mini Excavator that meets all operational, safety, and technical needs of the Waco Campus Engineering Service. 3.0 Scope of Work The Contractor shall furnish all equipment, materials, manuals, and labor necessary to provide one (1) fully functional Mini Excavator, including operator and service training. The Contractor shall provide: One (1) Mini Excavator meeting the salient characteristics listed in Section 4.0 All required user and maintenance manuals On site training for Engineering Service staff covering equipment operation and routine servicing Delivery shall include all standard equipment, accessories, and components required for safe and efficient operation. 4.0 Salient Characteristics Model: CASE CX30D Mini Excavator with 24 inch bucket Required specifications include: Performance & Power Travel speeds (2 speed with auto shift): 1st: 1.7 mph (2.7 km/h) 2nd: 2.7 mph (4.3 km/h) Slew speed: 10.5 rpm Hydraulic system: Open center, 1 LS variable pump Max flow: 26.7 gpm (101 L/min) Max system pressure: 3,771 psi (260 bar) Electrical System Voltage: 12 volts Alternator: 40 amp Battery: 12 volts, 80 Ah reserve capacity Controls & Auxiliary Functions Boom, arm, bucket, and swing: dual pilot joysticks Tracks: dual pilot levers Dozer blade: single pilot lever AUX 1: 1- or 2 way flow; electric proportional switch (right joystick) AUX 2: 2 way flow; electric proportional switch (right joystick) Boom swing: electric proportional switch (left joystick) AUX 2 / boom swing selector (right joystick) AUX 1 Rated Flow Max System Pressure 10.6 gpm (40L/min) AUX 2 Rated Flow Max System Pressure 8.5 5.3 gpm (32 -20 L/min) Secondary AUX circuit with electro hydraulic proportional control Weights Canopy operating weight (rubber tracks): 6,658 lb (3,020 kg) Cab operating weight (rubber tracks): 7,143 lb (3,240 kg) Standard Features Fuel tank: 13 gal (49 L) Hydraulic oil tank: 8.8 gal (33.5 L) Hydraulic circuit capacity: 14.3 gal (54 L) Cooling system capacity: 2.0 gal (7.5 L) Engine oil capacity: Contractor shall provide manufacturer specified volume Lighting One (1) boom mounted work light One (1) roof mounted work light 5.0 Training Requirements The Contractor shall provide on site training for Engineering Service personnel, including: Safe operation of the Mini Excavator Routine service, inspection, and preventive maintenance procedures Proper use of all auxiliary controls Training materials shall be provided in written and/or digital format. 6.0 Warranty Requirements The Contractor shall provide the manufacturer s standard warranty. Warranty terms must be included with the equipment upon delivery. 7.0 Security Requirements This acquisition does not involve VA information systems or sensitive data. Certification and Accreditation (C&A) requirements do not apply, and no security Accreditation Package is required.
