Description
***This is NOT a Request for Proposal** Please see attached Request for Information (RFI) details and Attachment 1 Requirement Description USTRANSCOM conducts globally integrated mobility operations, leads the broader Joint Deployment and Distribution Enterprise, and provides capabilities to project and sustain the Joint Force to assist in national objectives. The AMC, 618th Air Operations Center, located at Scott AFB, IL requires continuing commercial air ambulance service. Blanket Purchase Agreements (BPAs) with multiple carriers are currently used to supplement military global patient movement capability. The five-year period of performance for these air ambulance services BPAs expire 30 September 2027. The current BPAs for this service were awarded by USTRANSCOM/TCAQ-C. This requirement has been in operation for more than 15 years. In 2027, USTRANSCOM plans to have a multiple award contract or blanket purchase agreement in place for Air Ambulance Services to provide decentralized, short-notice orders/calls for aerial patient transport services using fixed wing or rotary wing aircraft with trained medical personnel on board. Major tasks associated with this requirement include contractor furnished air ambulance services from OCONUS to CONUS and within CONUS for the movement of Department of Defense (DOD)-eligible patients using aircraft configured to air ambulance standards. Contractors shall provide all personnel, services, equipment, tools, fuel, oil, materials, facilities, supervision, and indirect materials necessary to perform air ambulance services, including a sufficient number of ground personnel for adequate maintenance and ground operations. The aircraft and medical crew may be required to be ready for immediate departure (not later than two hours) after confirmed notification of an air ambulance requirement. This announcement constitutes an RFI for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), nor is it to be construed as a commitment by the Government. No contract or agreement will be awarded as a result. Industry�s response to the RFI.�or lack thereof�will have no impact on the evaluation of responses to any subsequent RFP or Request for Quote (RFQ) released. The information requested will be used within USTRANSCOM and Air Mobility Command (AMC) as market research to facilitate decision making (e.g., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. Do not submit confidential information in your response.
