SPECIAL NOTICE / DRAFT SYNOPSIS FOR INDUSTRY FEEDBACKU.S. Army Corps of Engineers (USACE), Sacramento District (SPK)Architect-Engineer (A-E) Multiple Award Task Order Contract (MATOC)NAICS: 541330 ? Engineering Services1. NOTICE TYPEThis is a SPECIAL NOTICE issued for market research and industry feedback purposes only in accordance with FAR Part 10.This is NOT a Solicitation and does not constitute a Request for Proposals (RFP).No contract will be awarded from this notice.2. PURPOSEThe U.S. Army Corps of Engineers, Sacramento District (SPK), is seeking targeted industry feedback on a planned A-E MATOC.The acquisition strategy, contract structure, and statutory framework have been established.Feedback is requested solely to refine the evaluation factor structure and instructions.3. ACQUISITION FRAMEWORK (FINAL)This requirement will be procured in accordance with:? Brooks Act? FAR Part 36.6Selection will be qualifications-based.4. PROGRAM OVERVIEW (FINAL)The Government will establish an A-E MATOC supporting vertical design services across the South Pacific Division (SPD).Projects will primarily be located within the Area of Responsibility (AOR) of USACE South Pacific Division (SPD). MILCON/IIS boundaries generally include CA, NV, UT, NM, and AZ. SPD?s boundaries generally include CA, NV, AZ, UT, NM and portions of OR, ID, CO, TX and WY5. CONTRACT STRUCTURE (FINAL)? Contract Type: IDIQ MATOC? Number of Awards: The pool will consist of approximately 9?16 firms, with approximately 6?10 unrestricted and approximately 4?6 small business firms. ? Program Capacity: Approximately $625M total? Ordering Period: Multi-year ordering period? Task Order Range: $250,000 ? $5,000,000 typical? Each Infinite Delivery Contract (IDC) will have a guaranteed minimum award of $10,000.00.6. SCOPE OF SERVICES (FINAL)See Attached Draft Synopsis7. EVALUATION FACTORS (UNDER REFINEMENT ? FEEDBACK REQUESTED)Consistent with the Brooks Act, the Government anticipates the following evaluation factors:Criterion A ? Specialized Experience and Technical Competence Criterion B ? Professional QualificationsCriterion C ? Past PerformanceCriterion D ? Work Management Plan Criterion E ? Knowledge of LocalityCriterion F ? Small Business Participation Plan Criterion G ? Equitable Distribution of DOD ContractsThe Government is specifically seeking feedback on this section only.Industry input is requested on:? Clarity and differentiation between factors? Appropriate level of detail for each factor? Practicality of submission requirements (e.g., SF330 burden)? Redundancy or overlap between factors? Ability to clearly demonstrate strengths within page limitations? Alignment of factors with typical A-E MATOC task order execution8. INDUSTRY FEEDBACK PARAMETERSTo ensure focused and useful input:? Feedback shall be limited to Section 7 (Evaluation Factors)? Feedback on acquisition strategy, contract type, or Brooks Act implementation is not requested? Responses should be specific, actionable, and tied to improving clarity or execution9.
