Title: BD FACSLyric, FACSLoader, and FACSDuet Service Agreement Product Service Code (PSC): J066 � Maintenance, Repair, and Rebuilding of Equipment � Instruments and Laboratory Equipment NAICS Code: 811210 � Electronic and Precision Equipment Repair and Maintenance Place of Performance: National Institutes of Health Clinical Center Bethesda, MD 20892 POTS: 26-003491 Description This notice is issued for informational purposes only and does not constitute a request for quotations. A solicitation will not be issued, and quotations will not be requested. The NIH Clinical Center intends to award a sole source contract to Becton, Dickinson & Company (BD Biosciences) for a one-year service maintenance agreement for BD FACSLyric, BD Universal Loader, and BD FACSDuet instruments. These systems support critical patient care and laboratory operations within the Department of Laboratory Medicine. The serial numbers covered under this agreement are listed as follows: BD FACSLyric 3 laser Serial: Z662383000112 FACSLoader Serial: Z662462000206 BD FACSDuet Serial#: 9230010101 The anticipated period of performance is 08/25/2026 � 08/244/2027. Background The Department of Laboratory Medicine serves as the clinical laboratory of the NIH Clinical Center. It provides laboratory support for patient care and research protocols and performs research and training in disciplines of Clinical Pathology. This includes the Flow Cytometry section of the Hematology service that provides physical and chemical quantification of biomarkers of interest to the service on a cell-by-cell basis. In doing so, DLM provides state-of-the-art laboratory testing in support of Clinical Center patient care and serves as a center of excellence in research and training in laboratory medicine, particularly in areas that utilize the unique strengths of the National Institutes of Health. Rationale: BD Biosciences is the original equipment manufacturer and the only vendor capable of providing proprietary maintenance services, certified support, and compatible parts for the required equipment. Use of non-OEM services would risk system performance and patient care operations. Authority This acquisition is being conducted in accordance with: FAR 13.106-1(b)(1) � Soliciting from a Single Source Under this authority, the Contracting Officer may solicit from a single source when it is determined that only one source is reasonably available to meet the Government�s requirements. Acquisitions conducted under FAR Part 13 � Simplified Acquisition Procedures are exempt from the competition requirements of FAR Part 6. Responses This is not a request for quotations. However, interested parties may submit a capability statement demonstrating their ability to meet the Government�s requirement. Responses must include: Company name and address Technical capability Proof of OEM authorization Relevant past performance The Government will evaluate capability statements received in response to this notice. The determination not to compete this requirement is solely within the discretion of the Government.
